Job Description

Position Overview:

The National Association of Manufacturers is seeking a Vice President of Domestic Policy to provide strategic leadership of the associations domestic policy portfolio.

The Vice President Domestic Policy serves as a strategic leader key advisor issue expert spokesperson and lobbyist for the NAM and its members on tax financial services antitrust technology health care immigration food & beverage and regulatory policy issues. The VP manages a team of five policy experts/lobbyists working collaboratively to engage with government officials and execute legislative and regulatory strategies to advance manufacturers policy priorities.

The position will lead and work closely with key internal stakeholders including membership (to identify issues and communicate updates on priority items) public affairs and communications (to inform NAM advocacy campaigns and identify opportunities to enhance NAMs publicfacing work) and legal (to analyze statutory and procedural impacts of legislative and regulatory proposals).

Daytoday responsibilities will include:

  • Leading a diverse team of policy experts/lobbyists.

  • Bringing to bear strategic vision policy expertise and network of contacts to identify key issues and develop advocacy plans that support the growth of manufacturing in the U.S. and reflect the priorities of the NAMs members. Working proactively and collaboratively to execute advocacy strategies.

  • Driving manufacturers priorities in relevant policymaking bodies including Congress the Administration and federal agencies utilizing direct advocacy (including lobbying drafting comment letters and delivering testimony) coalition building public affairs and strategic media engagement.

  • Regularly reporting on developments to the MVP of Policy the broader external affairs team and NAM leadership.

  • Communicating with NAM members prospective members and external stakeholders including via written materials and virtual and inperson presentations.

  • Convening regular meetings of NAM members with policymakers to deliver the most uptodate information on the policy landscape.

  • Identifying advocacy opportunities and working with NAM team members to develop and execute strategic plans to capitalize on those opportunities. This could include driving new research initiatives communications strategies and/or outsidetheBeltway stakeholder engagement.

  • Serving as a spokesperson in the media on the NAMs domestic policy priorities as needed.

A successful candidate should have a track record of organizing and leading successful policy lobbying and advocacy efforts and working with policymakers on key issues within the NAMs domestic policy portfolio. The candidate should be able to analyze and communicate complex issues clearly and succinctly to a variety of audiences. Experience with public speaking including engagement with the media is preferred.

The Vice President of Domestic Policy also serves on the NAMs management team and may participate on organizationwide initiatives as determined by senior leadership.

Policy and Advocacy:Engage with member companies elected officials executive agencies other associations and coalitions to develop policy positions strategies and tactics to achieve advocacy successes that encourage the growth of manufacturing in the United States. Serve as a lobbyist for specific policy areas. Develop compelling written work product that advances the associations policy goals including comment letters reports letters to policymakers and Congressional testimony.

Staff Leadership and Management: Lead and oversee the Domestic Policy departments activities and staff members and as necessary vendors and consultants. Manage workload set priorities and ensure of duties. Provide performance feedback encourage and create opportunities for professional development and conduct quarterly performance appraisals. Maintain a learning culture that adapts to the changing political landscape and policy developments. Encourage professional development collaboration and commitment among team members. Manage departmental budget and ensure compliance with the highest ethical standards.

Media and External Liaison Activities: Conduct media interviews on key issues as designated by the MVP Policy and MVP Strategic Communications.Serve as a spokesperson for the association testifying before Congress and making presentations as needed.

Interdepartmental Collaboration:Work collaboratively with the other departments within the NAM to ensure that policy development and advocacy work are aligned with overall organizational goals and objectives. Contribute to a spirit of teamwork and shared purpose among department members that allows for open communication appreciation of diversity of viewpoints and perspectives and cohesiveness.

Supervisory Responsibilities:

  • This position has five direct reports.

Requirements:

  • Bachelors degree from fouryear college or university required; advanced professional degree a plus.
  • A minimum of 12 years of related Capitol Hill executive branch association or corporate policy development and advocacy experience.
  • Proven leadership skills with experience in team management.
  • Exceptional understanding of legislative and regulatory processes.
  • Excellent communications skills both verbal and written.
  • Proven ability to work effectively in a fastpaced quality and goaldriven environment.

Salary Range: $148000 $270000 annually. This salary range represents a good faith estimate of the lowest to the highest salary for this position. The final salary offered will be based on qualifications and experience.
