Job Description

Basic Function

The Ramsey County Housing Stability Department is looking for individuals with extensive knowledge of the Minnesotas Homeless Management Information System (now known as Client Track). It is a database utilized by agencies serving those experiencing homelessness or at risk of becoming homeless. The services provided by these agencies cover a wide range of interventions including emergency shelter transitional housing permanent supportive housing homelessness prevention street outreach for unsheltered persons and more. The participation of these directservice agencies in a single database enables local state and federal entities to better understand client characteristics and needs to evaluate the effectiveness of different interventions and to strengthen efforts to end homelessness by informing policymaking.


Basic Function:
Acting as a lead worker to maintain the accuracy of all client case management database computer systems; to develop and support Social Services and Financial Assistance Services electronic data management system; to advise and train employees in the use of those systems; to perform records maintenance tasks; and to perform other duties as assigned.

Flexible Workplace
This position is identified under the designation of flex work eligible meaning that the employee can formally opt to be inoffice fulltime or work a flex schedule in which at least twodays per week are performed in office and other days can be performed in a remotefirst environment. Regardless of selection the position carries expectations regarding onsite responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the countys flexible workplace policy. PLEASE NOTE:This is a grant funded limited duration position. So it is difficult to provide a time of how long that grant will get funded; however it is rare that we do not secure permanent funding moving forward.

Examples of Work Performed

  1. Use database monitoring reports and query tools to proactively identify data accuracy and consistency problems within a database or across multiple databases and develop and draft procedures to correct future occurrences of a problem.
  2. Work with Management Analysts programming staff and technical support staff to resolve problems found in databases and to test new or modified case management database systems.
  3. Work with Management Analysts and others when new case management database systems are installed by drafting new procedures used by Data Quality staff and by managing the conversion of data to the new system.
  4. Communicate with Social Services and Financial Assistance Services staff SSIS help desk and MAXIS help desk staff to receive and process requests to change or correct information to merge case files and to ensure that information is updated and synchronized within all other case management database systems.
  5. Train new staff in the unit and serve as an ongoing resource for staff on record center processes and the procedures required to maintain data integrity in all case management database systems used by Ramsey County Health and Wellness Administration including the development and implementation of new procedures and processes.
  6. Analyze verify and correct monthly reports from DHS on uncleared social and financial clients by researching data accuracy within multiple client database systems and correcting or merging records as needed.
  7. Respond to requests to open cases in Family and Childrens Social Services Adult Social Services or Financial Assistance Services by searching various county and state client databases for missing or inaccurate information; correcting and verifying information; completing missing data; and issuing RID (Ramsey Identification Number) if none exists.
  8. Maintain accurate information in electronic data files by searching and comparing data across multiple client databases; correcting or completing incomplete or inaccurate data; and by merging duplicate data records or identification numbers in multiple county and state client databases.
  9. Perform duties related to File Maintenance/Requests by searching databases to determine the existence and location of a file; creating new files or file folders; and recording the creation of a new file or folder in the file tracking program.
  10. Issue a CCI (Common Client Index) number when requested by searching current database to determine if a client or vendor has a number; creating a number for client or providing current number to service vendor or agency staff; and merges or corrects multiple RID/CCI numbers.
  11. Balance work among records staff to complete daily required tasks.
(The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the positions management approved work schedule is required.

ESSENTIAL FUNCTIONS:

Minimum Qualifications

Education: High School Diploma or equivalent

Experience: Five years clerical experience or equivalent in an office setting with strong experience using database computer programs within a Windows based Microsoft Office environment or three years as a Data Quality Clerk or equivalent records management or data quality analysis experience.

This is a limited duration atwill position. This position requires an open screening and selection process. All applicants who meet the minimum qualifications will be forwarded tothehiringdepartment for further consideration.

Definition of Unclassified from the Ramsey County Personnel Act:

Subdivision 1. General. The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave sick leave health insurance and other benefits as determined by the county board.

Criminal Background Checks:

Each case is considered on its individual merits and the type of work sought. However making false statements or withholding information will cause you to be barred from employment or removed from employment.

EVerify Participation:
Ramsey County participates in the federal EVerify program. This means that Ramsey County will provide the Social Security Administration (SSA) and if necessary the Department of Homeland Security (DHS) with information from each new employees Form I9 to confirm work authorization. If the Government cannot confirm that you are authorized to work Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you including terminating your employment. Employers may not use EVerify to prescreen job applicants and may not limit or influence the choice of documents you present for use on the Form I9.
