Housing Works fights for funding and legislation to ensure that all people living with HIV/AIDS have access to quality housing healthcare HIV prevention and treatment among other lifesaving services.
Benefits:
We have three comprehensive healthcare plans to choose from based on your priorities and budget. Housing Works covers most of the plan; you pay a portion based on your salary. Staff begins accruing PTO immediately for a total of up to 30 days earned in the first year. We offer employees an educational benefit. Compensation Range: $77000 $82000 yearly commensurate with experience.
Overview:
The Director of New York Community Mobilization leads the New York organizing teams efforts to recruit train and mobilize New Yorkers to impact HIV/AIDS health housing and human services policy. While the positions primary focus is to affect change regarding people living with HIV/AIDS especially those who are substance users homeless formerly incarcerated lowincome BIPOC Asian/Pacific Islander and LGBTQIA the director will also coordinate the organizers to monitor new developments in the abovementioned policies and emerging trends in these areas. They implement effective responses to existing proposed and/or new public policies affecting homeless people and people living with HIV/AIDS. The Director is responsible for building and maintaining networks of stakeholders committed to nonviolent direct action to impact policy at the local and state levels.
Responsibilities:
Essential Job Functions:
- Provide direct supervision for the community organizers.
- Development and management of campaigns tactics strategies timeline (i.e. demonstrations civil disobediences meetings with policy makers and other direct action advocacy activities around the following issues:
- Implementation of plans to end AIDS as an epidemic
- Housing and homelessness
- State City and National implementation of policy reforms and resources impacting our services mission and people work with and served.
- New York politics and administrative maneuvers around HIV and AIDS homelessness and housing public health related issues justiceinvolved policies and grassroots efforts budget (mis)management and related issues the Office of Temporary and Disability Assistance (OTDA) the Office of Medicaid and Medicare other relevant agencies and the activities of state and local Executive and Legislative branches
- HIV primary and secondary prevention issues and efforts at the state and local levels of government
- Public benefits and entitlements issues
- Drug policies and harm reduction issues
- Criminalization issues including arrest incarceration and discharge
- Social drivers of HIV as it relates to goals to end AIDS as an epidemic in New York
- Additional issues as they appear on the landscape.
- Facilitate monitor and supervise a team of organizers including ensure their development of campaigns with written strategic workplans
- Work in close collaboration with Housing Works Advocacy staff and with other organizations and activists to mobilize stakeholders to participate in town halls public hearings press conferences and other campaign events around the issues outlined above.
- Deliver content to the Communications and Media Specialist for use in phone email and social media campaigns press outreach and other internal and external communications activities.
- Participate as a leader of the New York State Ending the Epidemic Coalition and any other coalitions or networks.
- Calendar and evaluate all campaign events with the Advocacy team.
- Work with Advocacy Communications and Marketing teams to develop large scale campaign events.
- Participate as appropriate in legislative meetings and district office visits.
- Provide guidance and support to the organizers in their plans to engage educate and train those directly impacted staff and volunteers on essential policy issues and organizing tactics.
- Work to build an effective and empowering political culture with the Advocacy team and clients staff and volunteers in all groups.
- Help develop group policies and procedures that reward effective advocacy.
- Create and strengthen activist coalition relationships between the Housing Works Advocacy Department and other activists and organizations.
- Contribute to the longterm strategy planning.
Secondary Job Functions:
- Work with the Advocacy team to ensure that issues are fully covered.
- Participate in screening and interviewing job candidates.
- Have regular supervision with their supervisor.
- Attend regular Advocacy Team meetings.
- Attend Housing Works staff meetings/trainings.
- Work with the VP of Community Mobilization to file lobby reports with NY State Joint Commission on Public Ethics.
- With supervisors approval participate in courses that meet staff training requirements (whether through inhouse or outside courses).
- With VP of Community Mobilization direction work on or with any contracted or grant funded staff on ensuring their deliverables and or/commitments.
- Bachelors degree or higher
- 5 years experience and/or training in community organizing project management policy development digital organizing and outreach planning.

- Strong experience managing teams to implement policy and issues campaigns. A demonstrated track record to support the completion of workplans and priority setting.
- Past success to manage organizing staff and develop their leadership. Ensure that the team has clarity at all levels by modeling building and supporting effective communication coordination and a performanceoriented culture.
- Develop and execute the infrastructure for groundlevel support for policy priorities.
- Set and achieve strategic objectives
- Good decisionmaking skills especially under pressure. Ability to develop and execute direct actions

- Ability to point to specific examples of having developed and operationalized community based strategies
- Experience in community organizing and organizing models preferred
- Unwavering commitment to values of harm reduction; grassroots leadership supporting people living with HIV and people who are homeless or unstable housing.
- Strong understanding of policy development
- Project management skills.
- Excellent understanding of best practices of research and policy development
- Good verbal and written communication skills
- Ability to understand local state and federal policy changes impact on marginalized communities. Experience in community engagement strategies
- Building strong support for the organizations end the epidemic efforts locally and nationally.
- Proven success in working with communities with the ability to cultivate existing relationship and establish new relationship
- Strong interpersonal skills with the ability to engage a wide range of stakeholders and cultures
Other:
- Ability to speak read and write Spanish or any other language that will support the organizing and advocacy.

- Frequent travel to destinations in New York State and occasionally DC and other states
- Some laborintensive and handon physical work (i.e. event setup; standing longhours for activities/rallies; weather)
