About the Position

This position is located in the Office of Energy (OE) of the U.S. Development Finance

Corporation (DFC) the U.S. Governments development finance institution. DFC mobilizes private capital to help solve critical world challenges and in doing so advances U.S. foreign policy. This positions work will involve providing medium to longterm funding through direct loans and guaranties as a complement to private sector investments.

Dexis seeks an Investment Advisory Specialist who shall report to a Managing Director in OE and provide services as a senior officer managing the most complex sensitive or precedentsetting finance projects in the key regions of the Amazon Southeast Asia and Congo. The position is responsible for carrying out the full range of new project financings and undertaking all tasks required to process transactions from initial screening through due diligence negotiating and structuring approval documentation closing and funding.

The Investment Advisory Specialist work involves coordinating major finance for international projects including providing advice and staff support on planning developing implementing and evaluating issues related to credit risk and DFC policy. This includes business development analysis of issues and negotiations with other U.S. agencies private consultants or foreign governments.

This position is based full time in Washington DC and is contingent upon award.

Responsibilities

  • Conducts indepth analyses of new loan proposals to determine their financial technical economic legal marketing and political feasibility. Performs in depth analyses of the nature of the proposed business ventures; the financial statements provided by the sponsors; country related macroeconomic and microeconomic risks; risks related to project contractual obligations; the eligibility financial standing and business background of the sponsor; and other related factors.
  • Works with and modifies sponsor provided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed DFC financing. As necessary as part of the due diligence process creates financial models and conducts sensitivity analyses to test project assumptions and key economic drivers.
  • Negotiates with key interested parties on DFC loan terms including collateral security and completion support and policy requirements. Coordinates financial plans with development banks IFC ExportImport Bank and commercial or investment banking institutions.
  • Consults as required with recognized industry experts on the technical aspects of proposed projects. Obtains information through field visits correspondence with officials of the host country private firm representatives government personnel and other sources needed to analyze applications for DFC financing assistance.
  • Works directly with Credit Policy and Development Policy in support of negotiations with key interested parties on DFC financing terms including collateral security and completion support as well as policy requirements.
  • Prepares recommendations and required papers and correspondence. Presents loan proposals to the various approval committees. Reviews and comments on contract obtains appropriate agency clearances and obtains investors signature and fee.
  • Works with the Managing Director to track the pipeline of transactions and prepares outcome reports as required for internal and external audiences.
  • May serve as senior manager(s) performing duties that encompass program development and management for an issue/area (region or sector) or assuming a leadership role in the conduct of new and/or unique project financings that fit DFC program and strategic goals. Shall provide the department with indepth underwriting procedural expertise in business development activities and network with international finance institution leaders in order to promote DFC objectives.
  • Shall support DFC externally at conferences as required participating in interdepartmental activities such as Task Forces advising representatives of private U.S. firms on the DFCs loan guaranty programs and other financing programs and initiatives.
  • Shall collaborate with parties internal and external to the Corporation (i.e. MFNCS Investment Advisor DFCs regionally based teams OE and other U.S. Government interagency partners participating in the Mobilizing Finance to determine whether projects are feasible and should be developed for review by the Corporation approving authorities committees and boards.
  • Performs other related duties as assigned.
  • Responds to communications in a timely manner and conducts duties with professionalism.

Qualifications

  • Minimum of a masters degree in international business/studies international relations finance business economics political science or a related field.
  • Minimum of 7 years of professional experience.
  • Minimum of 3 years in the last 5 years with experience in international finance financial modeling investments in developing countries and related skills in the following:
  • Experience analyzing and structuring complex international finance capital market transactions.
  • Experience with financial modeling and financial statement analysis. Experience in investments and strategic engagement in developing countries.
  • Experience or skills in supporting projects that address critical needs.
  • Experience with financial modeling and financial statement analysis.
  • Broad and comprehensive knowledge of international business practices.
  • Evaluating or responding to requests for financial support from entrepreneurs or businesses.
  • Working often independently or with minimal supervision on simultaneous projects in a complex environment and under deadlines.
  • Excellent English speaking reading and writing skills.
  • Demonstrated ability to produce written materials that are clear and succinct.
  • Delivering customer service and resolving customer queries.

Preferred Qualifications

  • International work experience especially in Africa Southeast Asia and/or Brazil.
  • Experience or skills in supporting forest agricultural or other land use activities projects.
  • Experience evaluating and responding to requests for financial support from entrepreneurs or businesses undertaking business activities in emerging market countries.
  • Experience evaluating and responding to requests to a development finance institution for financial support.
  • Broad and comprehensive understanding of development finance and the work of development finance institutions.

Below is the pay range aligned with this position. When developing a range Dexis evaluates compensation holistically triangulating between external market research our budget for the position and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidates qualification relevant education and experience skills performance and organizational needs.
