JOB TITLE: EXECUTIVE DIRECTOR OF TALENT AND HUMAN RESOURCES
CLASSIFICATION: CENTRAL OFFICE ADMINISTRATION HUMAN RESOURCES
REPORTS TO: ASSISTANT SUPERINTENDENT BUSINESS SERVICES HUMAN RESOURCES & TECHNOLOGY
JOB SUMMARY: The Executive Director of Talent and Human Resources sets the vision and direction for the talent and leadership of all district employees. The Executive Director leads the team in the recruitment hiring onboarding engagement performance and retention of the employee workforce and ensures the Districts commitment to equity is integrated into all facets of human resources functions and leadership development. This position serves on the Superintendents Cabinet.
PERFORMANCE RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:
- Articulates a vision for Talent and Human Resources functions and establishes a department culture conducive to continuous improvement and production of high levels of services for constituents.
- Develops and implements human resources policies and procedures in support of a positive and productive work environment across the district.
- Manages the human resources team fiscal resources and personnel functions.
- Recruit hire and develop a culturally responsive and diverse workforce.
- Provides professional development mentorship training and resources to administrators for the hiring supervision performance and evaluation of team members including instances of employee misconduct.
- Serves as a lead member of the Districts Strategic Plan.
- Develops and implements a framework and action plan for leadership development and career pathways.
- Oversees the staffing process employee transfers and hiring for all employee groups.
- Supports labor relations including contract negotiations grievances and contract implementation for all employee groups.
- Oversees employee accommodations and implements the Districts Affirmative Action Plan.
- Serves as the main employee investigator for certificated staff and administrative staff.
- Oversees the implementation of federal and state employment laws.
- Serves as the Title IX Officer/Civil Rights Compliance Officer.
- Implements and complies with all federal and state laws and reporting district policies and the Code of Professional Conduct.
- Collaborate with school administrators and staff to ensure effective human resources practices.
- Other duties as assigned.

QUALIFICATIONS:
- Masters Degree or higher in Business Educational Administration Personnel Administration Public Administration or related field highly preferred.
- Significant experience in human resources administration or a closely related field including management experience preferred.
- Experience working directly with people from diverse cultural racial ethnic gender sexual orientation ability and socioeconomic backgrounds.
- Valid Washington State drivers license or evidence of mobility.
