You will be updated with latest job alerts via emailThe Budget and Contracts unit within the Finance section is responsible for development coordination and oversight of a $391.8 million biennial operating budgetand a $984 million sixyear CIP a procurement & contracts team responsible to ensure effective efficient and timely support to agency procurement and contract administration and a capital finance team responsible for ensuring WTD maximizes opportunities to match projects to subsidized grant and loan opportunities and optimizes the bond portfolio.
You will help lead a Finance & Administration section that provides services that include budget development & oversight capital finance procurement & contracts administration technology services central service administration (i.e. Division Fleet management) accounting audit & compliance rates & financial planning payroll and billing & accounts receivable.
About the Role:
This role will lead a new team within WTD procurement & contracts focused primarily on goods & services tech services and other contract types commonly utilized by our Operations section. The successful candidate will identify gaps in WTDs current processes and implement new strategies to reduce risk and ensure alignment with King County procurement requirements and industry standards. They will also provide guidance and support to internal WTD customers on procurement needs and ongoing contract administration and monitoring and liaise with other relevant KC agencies such as Procurement & Payables. This role will assist in hiring and subsequently supervising a team of contracts & procurement support staff with an emphasis on goods & services tech services utility and IT contracts.
This is a unique opportunity to build a team from the groundup whilst helping one of the Nations largest wastewater treatment agencies achieve high standards of compliance and appropriate use of ratepayer funds through procurement and contract administration. The successful candidate will have the chance to set the tone for this new team and create standard workflow to align with King County procurement requirements as well as our equity and social justice goals. Beyond partnering with our operations and maintenance staff at WTD facilities they will also get to partner with central KC procurement & payables to ensure prompt processing of service requests limiting wait times on emergent purchasing and contracting needs to our critical systems protecting water quality the environment ratepayer assets and more.
