Summary
The Budget and Contracts unit within the Finance section is responsible for development coordination and oversight of a $391.8 million biennial operating budgetand a $984 million sixyear CIP a procurement & contracts team responsible to ensure effective efficient and timely support to agency procurement and contract administration and a capital finance team responsible for ensuring WTD maximizes opportunities to match projects to subsidized grant and loan opportunities and optimizes the bond portfolio.
You will help lead a Finance & Administration section that provides services that include budget development & oversight capital finance procurement & contracts administration technology services central service administration (i.e. Division Fleet management) accounting audit & compliance rates & financial planning payroll and billing & accounts receivable.
About the Role:
This role will lead a new team within WTD procurement & contracts focused primarily on goods & services tech services and other contract types commonly utilized by our Operations section. The successful candidate will identify gaps in WTDs current processes and implement new strategies to reduce risk and ensure alignment with King County procurement requirements and industry standards. They will also provide guidance and support to internal WTD customers on procurement needs and ongoing contract administration and monitoring and liaise with other relevant KC agencies such as Procurement & Payables. This role will assist in hiring and subsequently supervising a team of contracts & procurement support staff with an emphasis on goods & services tech services utility and IT contracts.
This is a unique opportunity to build a team from the groundup whilst helping one of the Nations largest wastewater treatment agencies achieve high standards of compliance and appropriate use of ratepayer funds through procurement and contract administration. The successful candidate will have the chance to set the tone for this new team and create standard workflow to align with King County procurement requirements as well as our equity and social justice goals. Beyond partnering with our operations and maintenance staff at WTD facilities they will also get to partner with central KC procurement & payables to ensure prompt processing of service requests limiting wait times on emergent purchasing and contracting needs to our critical systems protecting water quality the environment ratepayer assets and more.

What You Will Be Doing:- Support Operations and maintenance staff in procurement activities providing SME guidance.
- Hire train and supervise up to 3 procurement and contracting staff to provide individualized support to the three WTD treatment plants and their specialized teams such as mechanical maintenance instrumentation and process.
- Perform gap analysis of existing procurement and purchasing processes in WTD suggest and implement improvements and interventions in partnership with the budget and contracts manager.
- Work with procurement & payables staff to ensure strong relationships and communication implement corrections and mitigation plans as needed.
- Train and assist purchasing staff in competitive processes troubleshooting issues such as bidder unresponsiveness and emergent needs.
- Provide vision and leadership to continually improve the effectiveness and efficiency of WTDs procurement and contracting processes within the limits of local state and federal laws and regulations.
- Collaboratively create and maintain divisionwide procurement and contracting policies and procedures and engage effective change management and communication techniques to ensure they are implemented.
- Support the development and implementation of trainings for all staff involved in solicitations and contract development to improve quality and consistency.
- Supervise and mentor contracts and procurement staff including planning work assignments and supporting employee development and performance evaluation.
- Lead or assign to staff to lead solicitations and contract development.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Demonstrated understanding and experience with the principles practices and terminology typically used to publicly procure and administer goods and services contracts.
- Strong management and supervisory experience; including hiring supervision staff development and performance manager.
- Demonstrated skill in development and documentation of policies and procedures.
- A strong commitment to understanding and meeting client needs.
- Experience streamlining work processes improving operations decreasing turnaround time meeting deadlines and working cooperatively to produce high quality seamless customer service.

Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:Employees in this role work remotely from a home location with onsite reporting requirements 12 times a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center 201 S. Jackson St Seattle WA 98104. This work arrangement promotes worklifebalance and reduces carbon footprint under the departments vision of Green Where We Work.
- Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule:This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is represented by the Teamster Local 117. Pursuant to Article 12.1 Western Conference of Teamsters Pension Trust $2.00 per hour from the base wage will be submitted to the Western Conference of Teamsters Pension Trust Fund.
