Job Summary:

The Manager of PlaceBased Services will be responsible for leading high quality housing transition and housingsustaining services with participants in Hennepin and Ramsey Counties. The manager is responsible for program design and delivery management team functions and staff supervision. Participants are mainly housed within PPL properties but some are placed within our network of external landlords.

Essential Duties and Responsibilities:The following duties are normal for this position. These duties are not to be construed as exclusive or allinclusive.

Program Management

  • Oversee Supportive and Affordable Housing Programs with a primary focus on housingsustaining services guiding program design service delivery staffing and coordination with internal and external partners to ensure participants maintain housing.
  • Maintain an inclusive and welcoming work environment that attracts motivates and maintains a diverse workplace of quality persons.
  • Represent PPL in the supportive and affordable housing community.
  • Develop and manage relationships with service providers and housing partners. Coordinate services and referrals with such agencies as adult protection mental and chemical health providers etc.
  • Ensure supportive housing recipients have minimum housing supports as required by legislation.
  • Ensure accurate data entry in Apricot to document service delivery and measure outcomes for funders and stakeholders. Ensure case notes are in compliance with funders.
  • Assist with program financial planning forecasting and strategic planning through involvement with the department Leadership Team.
  • Provide project management on initiatives and special projects.
  • Participate in internal and external professional development team meetings special initiatives PPL committees and organizationwide meetings.
  • Facilitate a placebased housing service model
  • Build community partnerships within assigned portfolios and geographic locations within Hennepin County

Supervision

  • Hire train and coach staff and interns to maintain quality within the program and encourage growth and development.
  • Supervise up to 5 Resident Services Coordinators
  • Work in collaboration with staff on participant situations as appropriate. Review and consult regularly regarding service provision for participants. Model appropriate responses. Provide support and backup to staff as needed.
  • Complete performance evaluations and provide appropriate coaching and counseling to ensure all employees perform at satisfactory levels identify when discipline is appropriate.
  • Facilitate team collaboration within the program and PPL. Identify needs for training and case consultation. Develop and support Best Practices and standards of service.
  • Respond as needed to afterhours emergencies or incidents.

Minimum Requirements:

  • Experience providing supervision and talent management.
  • Experience with program design and ensuring compliance with policies and procedures.
  • Data management experience.
  • Working knowledge of subsidized and supportive housing programs i.e. Section 8 HUD CoC and MN Housing.
  • Experience providing strengthsbased case management direct services and developing supportive housing service plans.
  • Ability to implement services that address mental health chemical health and/or cooccurring disorders developmental and cognitive disabilities domestic violence homelessness and reentry.
  • Ability to provide crisis intervention and support.
  • Ability to work well in a collaborative team environment with both internal and external partners.
  • Selfstarter with excellent verbal and written communication skills.
  • Strong group facilitation mediation interpersonal and outreach skills.
  • Ability to efficiently organize track and complete multiple tasks and adjust to changing priorities.
  • Strong desire to serve people from diverse cultures and socioeconomic backgrounds.
  • Strong knowledge of community resources and service networks.
  • Must have reliable transportation a valid drivers license and current insurance.

Minimum Technology Qualifications

Ability to use:

  • Microsoft Office Suite: Excel Outlook and Word
  • Electronic timecard system
  • SharePoint file system
  • Database systems particularly Apricot
  • Office equipment including telephone smartphone and voicemail systems copier printer scanner and fax machine.

Education and/or Experience:

  • Bachelors degree in human services Social Work or related field. Associates degree and significant experience with the target population may be considered as a substitute for some education.
  • 5 years experience in providing services to individuals or families with behavioral health challenges and in a supportive housing environment.
  • Experience in supervising and leading others.

Salary:$60000k$65000k Yr. DOQ

PPLs work structure strikes a balance between onsite presence at the office or satellite locations and remote work from home based on the programs needs. You will work with your supervisor to find the right balance for your team.
