As a Subcontracts Manager you will be responsible for overseeing the entire life cycle of subcontracts from initial sourcing and acquisition strategy development to solicitation negotiation award cost and schedule management subcontractor and closeout. Our subcontracts encompass a variety of customer segments including U.S. Federal Government Commercial International Governments International Commercial and Defense both domestically and internationally. The diverse range of technologies products and services at L3Harris necessitates the use of various subcontract types (e.g. fixedprice cost reimbursement time & material labor hour) to effectively manage risk for both L3Harris and our customers.
Key responsibilities include collaborating on acquisition strategies developing subcontract requirements (e.g. SOW development) generating solicitations/requests for proposals conducting source selection negotiating terms (price schedule technical terms & conditions) establishing official subcontract files with required documentation managing supplier cost and schedule performance and working with engineering on the technical management of subcontractors. Additional duties involve change management risk management handling customer/governmentowned property transportation and delivery invoice processing acceptance of articles/work performed and payment.
The Subcontracts team also supports business development activities for new pursuits and proposals by initiating the subcontract process negotiating nondisclosure and/or teaming agreements and conducting due diligence on potential bidders regarding supplier risk financial stability technical capability and quality management system assessments. The team additionally supports government customer and internal audits as required.
Essential Functions:
- Execute all subcontract activities for assigned pursuits proposals and programs including the implementation of Nondisclosure Agreements and Teaming Agreements.
- Oversee the entire subcontract process from generating requests for proposals and evaluating proposals to source selection negotiations change management and dispute resolution.
- Manage various subcontract types including FixedPrice (FFP) FixedPrice Incentive Fee (FPIF) Time & Material (T&M) Labor Hour and Cost Reimbursement (with fixedfee incentive fee or award fee).
- Provide timely and accurate subcontract status updates prime contract requirements and program goal achievements to senior and program management finance engineering and quality teams.
- Handle complex domestic subcontracts including hardware software and services subcontracts.
- Monitor subcontractor performance in terms of technical scope quality risk schedule and cost.
- Negotiate prices work statement deviations schedules and terms and conditions collaborating closely with proposal and program management teams to ensure all requirements are met.
- Ensure timely delivery of Subcontract Data Requirements Lists (SDRLs) and other deliverables.
- Maintain subcontract compliance with public law L3Harris policies Federal Acquisition Regulations (FAR/DFAR) Acquisition Management System (AMS) ITAR and import/export requirements.
- Assist in developing strategic supplier relationships.
- Identify process improvements and facilitate their implementation.
- Balance tactical with strategic initiatives to drive cost reduction.
- Mentor lowerlevel peers and provide guidance on tasks.
Qualifications:
- Bachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree minimum of 10 years of prior related experience.
- Must be eligible to obtain a Public Trust Security Clearance
Preferred Additional Skills:
- Experience in Subcontracts Management
- Indepth knowledge of Subcontracts functional processes
- Proficient in the Federal contracting/subcontracting process (FAR/DFAR/AMS)
- Skilled in managing various types of complex subcontracts including hardware software services and followon/production subcontracts.
- Proven expertise in supplier negotiations subcontractor performance and risk management
- Proficient with Microsoft Office Suite (Outlook Word Excel including pivot tables and Vlookup PowerPoint etc.
- Demonstrated ability to communicate effectively with senior leadership
- Proficient in MRP systems
- Capable of working independently with minimal supervision
- Exceptional verbal and written communication skills
- Strong negotiation abilities
- Experienced in Lean Six Sigma methodologies
- Proven track record as a Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Effective communicator across various professional levels and functions
- Skilled in navigating FAR regulations and internal compliance procedures
- Implement strategies to enhance productivity and achieve cost savings
- Recommend solutions and process improvements
- Demonstrates independent judgment and initiative in assignments
- Adaptable to a fastpaced dynamic environment with strong prioritization and multitasking skills
