BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In line with the immediate priority to ensure continuity of operations providing stability to vulnerable groups and markets and mitigating a more extensive impact of the COVID19 crisis in already fragile underserved environments WFP is focusing on Forward purchase and positioning of food closer to populations in need in order to maximize the current sourcing window reduce risk of disruptions to corridors and ensure WFP has a sufficient buffer to respond if urgent new shocks/needs.
As WFP reinforces its supply chain and logistics network to support Objective 1 at the request of the UN and NGO community WFP will also extend its supply chain infrastructure assets and partnerships to serve the wider humanitarian and health community providing the logistics backbone of the global response.
The expansion of activities will result in a drastic increase in operations for the Shipping Service that requires immediate augmentation
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Assist Head of Liner team in developing and implementing policies and procedures forLiner/container shipping operations ensuring that objectives are achieved in compliance withwider logistics policies and WFP standards.
2.Design plan and implement innovative shipping operations and initiatives to ensure timelyefficient and costeffective delivery of food assistance by sea to beneficiaries.
3.Participate in supply chain planning and decisionmaking and provide expert advice toManagement other services divisions and Country Offices particularly for emergency response.
4.Explore and keep abreast of liner/containers freight markets and trends translate into impact onWFP shipping operations and define appropriate response/strategy.
5.Negotiate and conclude ocean transportation contracts with container shipping lines and otherLiner/vessel operators as required.
6.Monitor entire ocean contract identify and immediately address problems byrecommending an appropriate course of action to be taken.
7.Assist in preparing transforming and executing of Uliseas IT platform roll out for Liner teamfreight forwarders and COs.
8.Assist in building productive partnerships across the organization to support an integratedsupply chain.
9.Support partnership building with donors humanitarian agencies and other institutions involvedin WFP ocean transport operations to strengthen efficient and effective shipping operations.
10.Support the ongoing review of internal processes and procedures and identify ways to increasethe daytoday efficiency of the teams.
11.Guide emergency logistics preparedness practices and support to field/COs to ensure WFP isable to quickly respond and deploy food and needed resources to affected areas at the onset of thecrisis.
12.12. Adhere to WFP standard performance management guidelines and practices to contribute toachieving service objectives.
13.13. Identify and regularly monitor contractual operational and supply chain risks and proposeminimizing/mitigating actions.

DELIVERABLES AT THE END OF THE CONTRACT:
Assist Head of Liner team in overseeing Liner teams daily activities and authorize freight bookingsas required;
Assist Head of Liner team for smooth transition and transfer of institutional WFP specificshipping knowledge on food and NFI/project cargo container/Liner shipments specifically related toemergency operations
Ensure that shipments are booked and that contracts are awarded in compliance withestablished WFP rules regulations and guidelines and in accordance to special donor or recipient countryspecifications/criteria.
Oversee and ensure that Country Office shipping needs are met through cost efficient and timelycontracting loading and discharge of WFP cargoes at the ports.
Oversee and ensure that documentation of shipments is completed correctly and dispatched ontime to allow for timely customs clearance at destination.
Assist in maintaining existing internal SOPs performance evaluation global freightforwarding/booking agents and make recommendations to further strengthen WFP global coverage;
Contribute and provide daily field support on Shipping related requests particularly for existingand new L3;
Continue strengthening relationship between WFP Shipping and our commercial partners suchas shipping lines and freight forwarders;
Share experience and contribute to the improvement of relevant manuals and guidelines toensure proper understanding and application of rules and procedures related to shipping activitiesparticularly during emergencies
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Transport Economics Supply Chain Shipping
Logistics or other relevant area or First University degree with relevant logistics
qualifications or additional logistics experience in port freight forwarding and
shipping operations (ten years desirable).
Experience:
Six or more years of experience in commercial or government transportation sectors.
Experience contracting ocean transportation in a manner that best serves Country Office needs and WFPs best interests.
Experience managing all aspects of shipping operations (from vessel loading to discharge).
Experience negotiating and managing contracts and/or negotiating longterm freight and global agreements with shipping lines.
Experience in managing teams of professional and national staff.
Experience in vetting procedures quality and performance control.
Experience in port/overland logistics management.
