ICF is hiring a Senior Project Manager Supply Chain Remediation Research to support the following client U.S. Department of Labor (USDOL) Bureau of International Labor Affairs (ILAB) Office of Child Labor Forced Labor and Human Trafficking (OCFT) in creating a comprehensive global tool to support forced labor remediation approaches within global supply chains.
On behalf of OCFT ICF conducts research provides analysis and supports the preparation of written communications related to international child labor forced labor human trafficking trade supply chain and forced labor remediation.
The Senior Manager Supply Chain Remediation Research will support research and literature review activities focused on corporate best practice and effective forced labor remediation tools. The Senior Manager will write for their intended audience formulate strategies to engage with relevant stakeholders based on USDOL priorities and interests and will advise USDOL on forced labor remediation tools. This position will also support coordination activities and communications between elements of USDOL other US Government agencies the private sector civil society organizations and other relevant regional and international organizations.
The position will be fulltime with a hybrid office arrangement. Occasional travel for client meetings with USDOL in either ICFs Washington DC or Rockville MD offices will be required.
Key Responsibilities:
Support both the design and implementation of research activities focused on the implementation of forced labor remediation tools and standards.
Support the coordination of key informant interviews with private sector actors and other key stakeholders using their feedback to inform forced labor remediation tools and standards. Conduct key informant interviews as needed.
Support the drafting of sectorspecific guidance on how to implement standards in key sectors.
Support coordination of stakeholder engagement workshops with private sector and civil society organizations for continuous improvement of policies and project outputs.
As needed present in front of audiences and in stakeholder meetings as well as write professional publications and reports in English.
Required Qualifications:
At least a masters degree in international affairs international relations public policy economics political science communications planning statistics technology and policy or a related discipline.
At least 5 years of professional experience in the following:
Administrative responsibilities including meeting deadlines achieving targets managing budgets and overseeing the preparation and submission of required reports to the U.S. Government client(s).
Experience conducting policy research and policy implementation in topics related to workers rights labor relations freedom of association and collective bargaining and workforce development.
Experience conducting literature reviews and both quantitative and qualitative research.
Experience convening and working with civil society stakeholders in labor rights and worker engagement.
Preferred Qualifications:
Prior experience working with US government agencies on worker engagement forced labor and/or remediation including the following US Departments: Department of Labor Department of Homeland Security and/or Customs and Border Protection Prior experience advising multinational corporations on issues related to child labor forced labor or worker engagement.
Previous experience leading incountry and community level NGO programming (particularly within Africa or Asia) that promotes appropriate production and working standards to eliminate forced labor or forced child labor.
Experience leading academic and/or legal research on worker engagement forced labor and/or remediation.
Experience with workerled initiatives that have led to effective remediation policies practices and outcomes.
Have built and maintained a broad network of stakeholders within the worker engagement space including companies NGOs civil society organizations industry organizations and partnering governments.
