The Accounting Specialist plays a critical role within the Office of the Controller (OoC) ensuring the accurate processing and classification of accounting transactions for the North Carolina Department of Health and Human Services (DHHS). This position is responsible for financial analysis across thirteen DHHS divisions requiring a strong technical understanding of accounts payable accruals 1099 codes and general ledger functions. The role demands a deep knowledge of the North Carolina Financial System (NCFS) which includes Oracle Cloud Financial Modules such as General Ledger Accounts Receivable Accounts Payable Procurement Fixed Assets Employee Expenses and Cash Management. In addition to reviewing and auditing financial transactions the Accounting Specialist identifies and resolves discrepancies ensures compliance with state and federal fiscal regulations and maintains financial records.
This position provides leadership training and guidance to accounting technicians serving as a backup to the Accounts Payable (A/P) Supervisors. The Accounting Specialist is also responsible for reviewing invoices auditing financial records reconciling discrepancies and ensuring the proper allocation of funds within the Annual Comprehensive Financial Report (ACFR) process. This role requires strong analytical skills attention to detail and the ability to work independently while collaborating with various stakeholders including divisional staff vendors auditors and state agencies. Additionally the Accounting Specialist supports special projects recommends process improvements and ensures adherence to policies set by the Office of State Controller (OSC) Office of State Budget and Management (OSBM) and the State Treasurers Office.
Accurately process and classify financial transactions including accounts payable accruals and general ledger entries in NCFS.
Review and audit invoices travel reimbursements and vendor payments to ensure compliance with DHHS OSC OSBM and federal/state fiscal regulations.
Identify research and correct financial discrepancies in accounts payable transactions and reporting.
Utilize and troubleshoot issues within NCFS Oracle Cloud Financial Modules ensuring financial data accuracy.
Assist with Annual Comprehensive Financial Report (ACFR) processing reviewing accrual reports and ensuring financial data integrity.
Collaborate with divisions vendors auditors and external agencies to resolve financial inquiries and reporting discrepancies.
Provide technical support and training to accounting technicians on accounts payable expense processing and NCFS functions.
Ensure accounting processes align with state and federal fiscal regulations advising divisions on policy changes.
Maintain financial records and ensure proper filing of invoices expense reports and supplier setup forms within electronic record systems.
Support audits financial research and process enhancements for more efficient workflow .
