This vacancy is being announced as a Classified position and may be filled as a Job appointment or Probational appointment.

You must possess a current license to practice law in the state of Louisiana and have at least three years as a practicing attorney in order to be considered for this position.

No Civil Service test scoreis required in order to be considered for this vacancy.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice law plus three years of experience as a practicing attorney.

Job Concepts

Function of Work:
To serve as a senior attorney in a legal unit and serve as a specialist of the most complex law areas.

Level of Work:
Program Manager.

Supervision Received:
Broad review from an AttorneyDeputy General Counsel 1 or equivalent/higher ranking attorney administrative law judge or other agency administrator/executive. Note: Attorney 4s should not report to an Attorney Supervisor.

Supervision Exercised:
May supervise a lower ranking attorney or administrative law judge.

Location of Work:
May be used by all agencies.

Job Distinctions:
Differs from other Attorney jobs by the level of independence exercised supervision received supervision exercised and the complexity of the specialized programmatic areas or hearings conducted. The Attorney 4 is intended to be a specialist level. Not all staff level positions will be allocated to the Attorney 4 job.

Differs from Deputy General Counsel 1 by subordinate relationship.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Drafting and/or reviewing documents such as contracts development agreements license agreements leases for nonresidential properties Board summary reports and resolutions and other documents relating to the development of affordable housing the disposition of public housing properties or the operation and administration of the agencys programs and initiatives.

Provide legal counsel and guidance concerning grant management real estate and housing regulations.

Research and analyze legal issues precedents statutes regulations and proposed legislation.

Led counsel for Disaster Recovery Agency Properties and Housing Trust Fund.

Interpret state and federal statutory and regulatory requirements to ensure compliance by the Corporation with all applicable statutes and regulations and that LHCs activities are compliant with relevant codes regulations and applicable federal state and local laws including those of the U.S. Department of Housing and Urban Development.

Meets with internal clients and management to present findings explain the significance of conclusions justify recommendations and answer legal questions; follows up as appropriate.

Prepares and or reviews the preparation of complex contracts memorandum of understanding leases requests for proposals and multilevel finance loans.

Represent the housing corporation in legal proceedings including eviction cases disputes with tenants and other housingrelated litigation matters.
