The Temporary Finance Manager is responsible for directing many aspects of the departments budget activities and providing leadership on policy strategy fiscal compliance budget development and quality improvement. As a Health Department employee you will contribute to a work culture of safety trust and belonging for the highly diverse populations the Health Department serves in the office and in the community. As the Temporary Finance Manager you will:
Plan organize manage and administer department finance functions; develop and implement program and strategic planning.
Implement and assist in the development of budget policies procedures and business practices.
Evaluate goals objectives priorities and activities to improve performance and outcomes; recommend and establish administrative controls and improvements.
Develop procedures to implement new and/or changing budget and regulatory requirements.
Lead the departmental budget process in the creation vetting and implementation of Health finance specific policies and procedures.
Assure compliance with County budget rules policies and procedures; manage performance measurement and associated reporting systems to indicate areas that need to be the focus of improvement.
Oversee of the implementation and functionality of financial systems to provide the information executive leadership needs to guide the Department.
Provide analysis interpretation and direction regarding financial practices to Health Department leadership to further the financial goals of the department
Act as a resource and provide guidance and leadership to staff; advise on complex concerns and issues.
Provide executive consultation to Department and County decision makers and stakeholders; serve as Department representative on internal and external finance and budget committees and meetings.

Minimum Qualifications/Transferable Skills*:
Education/ training equivalent to a bachelors degree.
Three 3 to six 6 years of relevant experience that demonstrates the ability to perform the duties of the position.
Must pass a reference check.

Ability to communicate clearly and concisely both orally and in writing; and to establish and maintain cooperative working relationships with those contacted in the course of work
Experience or ability to synthesize data in order to independently solve problems or formulate recommendations
Demonstrated experience effectively navigating state and federal agency laws policies and procedures
Ability to work with multiple deadlines continual change and heavy workloads.
Excellent budget and analysis skills including experience in fiscal and grant management of largescale initiatives.
Demonstrated experience or skills coaching mentoring and supporting staff contributing to a positive and productive team and work environment
Ability to evaluate overall performance and individual processes to identify and implement compliance and quality improvement initiatives.

Pay Equity: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidates relevant experience and education. Hybrid Telework: This position is designated as hybrid telework meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building 619 NW 6th Ave Portland OR 97209.
Serving the Public Even During Disasters:
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
