Job Summary:
The City of Greeley is accepting applications for a Civil Engineer IV Transportation. This position is a senior level engineering position. Work requires application of intensive and diversified knowledge of engineering principles and practices and construction management and administration in broad areas of assignments and primarily transportation fields. Makes decisions independently on engineering problems and methods and represents the organization in conferences to resolve important questions and to plan and coordinate work. Positions may be supervisory or nonsupervisory.
Experience Knowledge Skills:
Minimum Requirements
- A Bachelors of Science degree in Civil Engineering or closely related field.
- Colorado Professional Engineering license (or the ability to obtain it within 6 months)
- One 1 three 3 years of experience in civil engineering or related work experience (completion of masters degree in related field may be substituted for one year of experience)
- Valid drivers license
Preferred
- Masters degree from an accredited college/university program.
- Five 5 fifteen 15 years of experience in civil engineering or related experience.
- Licensed Professional Engineer (PE).
- Certified Associate in Project Management (CAPM); Program Management Professional (PgMP) preferred or Project Management Professional (PMP)
Knowledge Skills and Abilities
- Experience in the design construction including knowledge of the materials design methods and construction techniques used in the design.
- Candidate must have the ability to host construction management meetings; prebid and preconstruction conferences; and completing periodic field inspections change orders and invoicing.
- Ability to manage Capital Improvement budgets select and implement procurement methods host construction management meetings; hold prebid and preconstruction conferences; and complete periodic field inspections change orders and invoicing.
- Proven leadership skills conflict management and the ability to work with internal and external stakeholders.
- Ability to meet funding and audit requirements and deadlines for projects.
- Review and management of Grant Agreements and Intergovernmental Agreements.
Essential Functions:
- Plansdevelopscoordinatesdirects and manageslargeand importantengineeringprojectsoranumber ofsmallprojectswith many complex features that may have been designed by others. Provides construction management and administration. Familiarity with requirements of construction projects funded through State of Colorado and/or Federal funding is preferred.
- NonSupervisory Researcher Carries out complex or novel research assignments requiring the development of new or improved techniques andprocedures.
- NonSupervisoryStaffSpecialistDevelopsandevaluatesplans specifications and standards foravarietyofprojectsandactivitiestobe carried out byothers.
- Problem solving and decision making: Broad policies and specific objectives. The determination of what needs to be done in applying broad City policies is largely left up to the incumbent who determines what has been done what can be done proposals for longterm policy and estimates of what new resources are required. Limits are set by organizational policy general directives overall goals andobjectives. Ability to analyze bids construction contracts and negotiate with contractors to the benefit of the City.
- With Public Works management approval has the authority to make commitments and decision which are significant to the organization. Decisions involve multiple disciplines and have longterm internal and external effects. Develops and implements policy determines resources and participates in setting organizational goals. General managerial direction. These jobs are permitted wide discretion providedthatactivitiesareconsistentwithoperatingpoliciesandprecedentswiththatfunction.Actionswhichwillimpact other departments usually require approval before they may be implemented.

Physical Requirements:

- Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects small parts and/or operation of machines (including inspection); using measurement devicesgraphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.

- Employee is required to have visual acuity to determine the accuracy neatness and thoroughness of the work assigned or to make general observations of facilities or structures for inspection purposes.
- Moderate to considerable physical effort that includes working from ladders in awkward positions frequent use of light or medium weight objects (e.g. 30 lbs) and use of medium weight tools; walking on uneven ground or having to climb balance stoop kneel crouch crawl and reach while performing duties; entering/exiting manholes or vaults; walking near or across rivers andditches; working in all weather conditions at times of excessive temperatures ofheat and extreme cold working in or near moving traffic with appropriate traffic control set up;
- The essential functions of this job require frequent balancing bending/stooping carrying/lifting light to heavy objects climbing fingering grasping repetitive motion hearing sitting standing talking and walking. Occasionally the employee will be required to pull push reach feel temperature and kneel.
