Fiscal Analyst 5

Are you a strategic financial leader ready to make a significant impact on an organizations financial health and strategic planning TheDepartment of Social and Health Services(DSHS)s Economic Services Administration (ESA) is seeking a detailoriented Fiscal Analyst 5 to join our team that is based in Olympia WA.

The Fiscal Analyst 5 is the primary financial advisor for the Economic Services Administration (ESA) Executive Management overseeing statewide programs funded by state and federal resources. Key responsibilities include grant management financial management and subrecipient monitoring. Reporting to the Federal Accounting and Reporting (FAR) Manager this role involves complex analysis and application of accounting principles (GAAP) state and federal laws and policies like the State Administrative and Accounting Manual (SAAM).

This position requires independent judgment to analyze data explain intricate financial information to diverse stakeholders and provide actionable insights and recommendations. The Fiscal Analyst 5 ensures accurate financial reporting and offers management projections and status updates to guide decisionmaking.


Some of what youll do:
  • Ensure compliance with financial regulations by monitoring and analyzing interagency agreements and contracts.
  • Coordinate budgets with relevant divisions and program managers for federal submission.
  • Develop and deliver fiscal training materials for forums conferences and other venues.
  • Monitor federal revenue draws and analyze financial requests from program managers.
  • Interpret and apply federal and state laws rules and regulations to fiscal procedures.
  • Establish billing processes and assist contractors or vendors with proper billing methods.
  • Provide financial analysis projections and responses to inquiries from management and stakeholders.

Additional knowledge skills and abilities were looking for:
  • Advanced financial acumen: Indepth knowledge of Generally Accepted Accounting Principles (GAAP) and governmental financial regulations.
  • Analytical expertise: Ability to interpret complex financial data and recommend actionable improvements.
  • Process improvement mindset: Proven track record of identifying inefficiencies and implementing financial strategies that drive cost savings.
  • Attention to detail: Strong capability to manage financial operations and reconcile discrepancies with precision.
  • Effective communication: Ability to prepare comprehensive reports and communicate findings to stakeholders clearly and confidently.
  • Problemsolving skills: A proactive approach to troubleshooting financial issues and ensuring compliance.
  • Team collaboration: Experience working closely with management to support the achievement of organizational objectives.

Who Should Apply
Professionals with a Bachelors degree* which includes 18 quarter or 12 semester hours in accounting auditing or budgeting AND four to five years of relevant professional experience**.

*Professional experience may substitute for education but not usually for the credit hours.
**A Masters degree* in a financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
