Senior Procurement Officer to join our team
(Hybrid Permanent FullTime)
The Ontario Pension Board (OPB) administers the Public Service Pension Plan (the PSPP) a major defined benefit pension plan sponsored by the Government of Ontario. With 100000 members and $34 billion in assets the PSPP is one of Canadas largest pension plans.

As the Senior Procurement Officer you will provide specialized procurement services and lead end to end procurement activities for OPB.
Key Responsibilities:
Partner with internal stakeholders to collaborate during each step of the procurement life cycle providing recommendations advice strategies and guidance on all types of procurements (usually small to extralarge procurements) and support ongoing engagement with vendors to ensure the best outcomes andthat OPB has received value for money.
Consult and collaborate with business areas in the development of procurement business cases RFx Vendor of Record Agreements and contracting documents.
Provide expertise related to contract development and drafting amendments and change requests including the best approach to contracting aligned to the procurement strategy.
Research assess and generate options to provide recommendations for course of action that will result in best value to the organization including but not limited to: RFx type and strategy (valuebased procurement rank & run BAFO/dualtrack/RO VOR) while ensuring compliance with applicable policies directives and legislation.
Guide and facilitate the development of scope specifications and evaluation criteria.
In collaboration with business areas build negotiation plans and strategies to capture least and most desired outcomes and lead vendor negotiations.
Prepare award recommendations; assist with drafting of contract scope; awarding contracts based upon evaluation results and notifying unsuccessful vendor(s).
Assess mitigate and manage procurement risk.
Maintain a high degree of confidentiality sensitivity and tact.
Monitor contracts for expiry and proactively working with business area clients to longterm plan.
Interpret policy and applicable legislation applying these requirements to their assigned procurement initiatives to ensure compliance.
Assist with training mentoring and onboarding of business areas procurement team or others as requested.
Maintain accountabilities for all assigned projects working independently within a risk management framework.
As necessary escalate procurement issues to the manager as needed to ensure timely resolution and adherence to procurement policies.
Develop implement and administer procedures for the effective monitoring and reporting of corporate compliance with procurement policies and procedures.
In collaboration with the Manager supports the continuous procurement process improvement initiatives.
Key qualifications:
Experienced procurement professional that possesses fullcycle public sector procurement experience including experience with contract negotiations.
Indepth knowledge and understanding of public sector procurement principles and methods practices and regulations and of the tendering process including contract negotiation and postaward contracting activities.
Strong procurement experience in IT hardware software and services procurements as well as nonIT professional services.
Strong project management negotiation verbal and written communication skills to persuade and provide advice and guidance.
Ability to take initiative and ownership of projects maintains accountability for work; client focused selfmotivated helpful and responsive to requests.
Comfortable managing a large workload competing deadlines and changing priorities.
Ability to prepare presentations reports and can advise educate and train employees on procurement concepts and compliance expectations in a collaborative manner.
Solid understanding of continuous process improvement principles and practices.
University degree either in business administration commerce finance supply chain management or in a related discipline or a combination of education and work experience.
Relevant professional designation from a recognized institute (Certified Supply Chain Management Professionals (CSCMP) or Certified Professional Public Buyer (CPPB) Certified Professional Procurement Officer (CPPO) Public Service Professional (PSPP) or certification through the National Institute of Government Procurement (NIGP) is preferred.
