TASK FORCE: Tax Policy Revenue Forecasting & Economic Analysis
JOB TITLE: One 1 Assistant Director
CONTROL CODE: TAX2501
SUMMARY:
The Mayors Office of Management and Budget (OMB) is the City governments chief financial agency. OMBs staff of analysts and experts assembles and oversees the Mayors expense and capital budgets which fund the services and activities of more than 90 City agencies and entities.
OMB is seeking an Assistant Director that will lead the Tax Policy and Tax Revenue forecasting Task Force. This Task Force:
Monitors and forecasts all sources of NYC tax revenues for the Citys financial plans.
Maintains and updates the NYC tax forecasting models and publishes an annual report on the forecasting methodology.
Participates in the design and is responsible for scoring City tax policy proposals.
Analyzes and scores local effects of State and Federal tax policy.
JOB DESCRIPTION:
The duties of this position include:
Direct and lead the Task Forces described above
Develop and evaluate Tax Policy initiatives
Direct staff analysis review forecasts and monitor tax revenue
Work across the agency to provide tax analysis and tax revenue projections on policy initiatives.
Direct staff in their development of fouryear revenue forecasts and trends for the City Budget.
Monitor state and national tax policy changes and assesses the impact of these policies on the Citys economy and tax revenue.
Brief senior staff on Tax Policy/Tax revenue projections.
Present to the City Council fiscal monitors and other stakeholders.
QUALIFICATIONS:
Masters degree in economics public policy or related field preferred.
Experience working in or interacting with government
Strong organizational research problem solving and analytical skills
Excellent communications skills including strong writing and interpersonal skills.
Proficiency in economic statistical and econometric analysis and program evaluation.
Exceptional interpersonal skills and an ability to maintain working relationships with staff City officials government agencies the public and all other internal and external workforces at all levels with utmost professionalism.
Advanced ability to lead and oversee a team of professionals. Ability to work independently as a selfmotivator and to motivate others as a leader of a team and to work with minimal supervision.
Ability to manage multiple oftencompeting priorities proficiently and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.

Assistant Director $161841 Salary commensurate with experience): Masters degree in economics public policy or related field and a minimum of ten years of fulltime experience developing and providing economic forecasts and analysis of public policy issues preferred. Ideal applicant should possess at least eight years of supervisory experience.
