What Youll Do:
The Project Management Office (PMO) Manager oversees the Project Management Office within the IT Division and is responsible for all phases of project management across the project portfolio. The PMO Manager serves as the primary escalation point for project issues and risks drives creative solutions and mitigation measures for complex project issues/risks and is the primary liaison between sponsors business stakeholders and project managers whenever there is a project issue/risk related to scope timeline resources etc. requiring escalation. The PMO Manager also manages any assigned projects with or without subprojects within the agency. Assigned projects may also include activities and responsibilities involving organizations/entities external to the Secretary of State whose primary stakeholders are executives and/or local (e.g. county city) organizations/individuals. The PMO Manager reviews interprets and ensures compliance with relevant policies and procedures and makes recommendations for modification or improvement to coordinate projects for the purpose of standardizing implementation of policy across projects.
Essential Duties and Responsibilities
The essential functions include but are not limited to the following:
- Oversees the PMO Office and ensures all phases of project management are adhered to.
- Ensures processes and procedures are followed by the PMO Office tracks the portfolio of projects and drives continuous improvement of portfolio status reporting and tracking
- Facilitates escalation and tracking of project issues risks when needed ensures sufficient communication and status updates occur between the Project Managers and project stakeholders and/or executives
- Serves as the primary escalation point for project issues and risks drives creative solutions and mitigation measures for complex project issues/risks and is the primary liaison between sponsors business stakeholders and project managers whenever there is a project issue/risk related to scope timeline resources etc. requiring escalation.
- Acts as supporting member and committee Secretary for the IT Governance Committee.
- Implements and coordinates project phases; coordinates multitude of tasks or subprojects with stakeholders inside and outside project; determines if changes need to be made for optimum service delivery; interviews stakeholders to determine needs and expectations and maintains regular contact with stakeholders to market product or service and obtain feedback; manages and negotiates change (e.g. cost assignments objectives) within project; determines need for division of given project into subprojects distribution of work for subprojects (e.g. outside source) and oversees activities conducted within each subproject.
- Defines project requirements quality standards and time lines; determines and evaluates risks that may affect project; defines specific activities to be performed to produce project deliverables; evaluates deliverables and ensures project is ready to move on to its next phase; addresses any problems found in testing/piloting; ensures scheduled time frames are met; provides regular progress reports; determines and allocates resources and assists in budget planning; determines and evaluates testing and/or pilot program and/or project; oversees implementation schedule; assists with procurement processes (e.g. selects appropriate processes defines scope/material/product establishes selection criteria follows appropriate processes coordinates review of proposals directs evaluation of bid/proposals recommends bid/proposal selection represents agency/project to controlling board and manages request for proposal quote and information and invitation to bid).
- Attends meetings conferences and/or workshops on related topics; supervises/directs assigned professional technical and/or administrative/clerical staff.

Education
- Required: Bachelors degree in business administration public administration computer science/information technology or a related field
- Preferred: Masters degree in business administration public administration computer science/information technology or a related field AND Project Management Professional (PMP) Certification and/or Agile Certifications (e.g. Scrum Master Product Owner)
Experience
- Required: 5 years experience in Project Management including managing complex projects with multiphase implementation and experience in leading projects that involve external agencies/entities AND 2 years supervisory experience AND 12 months experience in budgeting cost projection and managing high value projects
- Preferred: Experience working in public administration or managing projects in a public sector environment
