Job Description
Position Overview:
The Utility Manager is a key leader in overseeing water and wastewater operations at the subsidiary level reporting to the VP of Operations or Director. This role is responsible for the overall management operation and maintenance of the water and wastewater systems ensuring compliance with all contractual environmental health and safety regulations.
Key Responsibilities:
- Manage the operation and maintenance of water and wastewater systems ensuring efficient and effective service.
- Oversee subcontractors consultants and vendors to ensure proper performance and compliance.
- Develop and implement policies procedures and reporting systems to maintain high service levels and meet contractual obligations.
- Guide and support the Operations Superintendents Environmental Health & Safety Supervisor Project Coordinators and other team members to ensure smooth daily operations.
- Prepare and update key operational plans such as System Operation Plans Quality Management Plans and Emergency Response Plans.
- Foster open communication and collaboration with internal and external stakeholders including ASUS support services government officials and regulatory authorities.
- Ensure timely completion and submission of required deliverables customer service resolutions and 5year capital plans.
- Manage asset planning budget preparation and the integration of new or modified water and wastewater facilities into operations.
- Participate in industryrelated committees (e.g. AWWA WEF) and community outreach programs related to utility activities.
- Ensure effective communication and coordination with government Contracting Officers local personnel and corporate management.
- Lead the achievement of subsidiary goals and senior management objectives while ensuring compliance with all regulatory requirements.
Qualifications:
- Bachelors Degree in Civil Engineering or Business with a minimum of 10 years of progressive experience in water/wastewater systems operations including budgeting financial reporting and community relations (or 12 years of relevant experience).
- Must have a valid drivers license for the state of employment.
- Must pass a background check including a National Agency Check (NAC).

Physical Requirements:
