The major job responsibilities are listed below. For more detailed information please review the job description.Under the general supervision of a Supervising Human Resources Analyst the incumbent will:- Conduct job analysis to identify critical competencies and design appropriate selection assessments
- Develop validate and administer various selection tools such as structured interviews multiplechoice exams performance tests and training & experience evaluations
- Analyze test results and statistical data to set pass points and ensure equitable hiring decisions
- Partner with hiring managers to develop targeted recruitment strategies tailored to specific roles
- Utilize datadriven methods to enhance outreach efforts and attract diverse qualified applicants
- Oversee and coordinate examination processes ensuring compliance with legal and professional standards
- Train hiring panels and subject matter experts on structured interview techniques and fair selection practices
- Respond to applicant inquiries and protests by providing objective and transparent justifications for hiring decisions
- Research and implement best practices in assessment and selection to enhance efficiency and effectiveness
- Ensure compliance with industry best practices Equal Employment Opportunity (EEO) laws and federal and state regulations governing employment selection procedures
- Contribute to special projects related to talent acquisition and selection and business process improvements
MINIMUM QUALIFICATIONS
- Candidates must possessall ofthe following:
- A valid California Class C driver license
- Graduation from an accredited and recognized college or university with a bachelors degree in human resources public administration business administration or a closely related field
ANDHuman Resources Analyst II:- One 1 year of experience gained at the level of the Los Angeles County Sanitation Districts classification ofHuman Resources Analyst I.
Human Resources Analyst III:- One 1 year of experience gained at the level of the Los Angeles County Sanitation Districts classification ofHuman Resources Analyst II.
Desirable Qualifications:In addition to the minimum qualifications stated above the ideal candidate also possesses:- Experience in recruitment test development job analysis and selection processes within a public sector civil service or merit system environment
- A bachelors or masters degree in industrial/organization psychology or related field
- Proficiency in applicant tracking systems (ATS) HRIS and assessment software
EXAMPLES OF ASSESSMENT CRITERIA
- The competitive selection process may cover the following:Knowledge of:
- Job analysis methods preemployment test development and statistical validation of selection tools
- Employment laws and guidelines (e.g. Uniform Guidelines on Employee Selection Procedures ADA EEO and FLSA)
Ability to:- Draw meaning and conclusions from quantitative and/or qualitative data
- Analytically and logically evaluate information propositions and claims
- Obtain facts and data pertaining to an issue or question
- Apply technical subject matter to the job
- Work with electronic hardware and software applications
- Focus on the details of work content work steps and final work products
- Maintain emotional stability and selfcontrol under pressure challenge or adversity
- Maintain trust through honesty adherence to principles and personal accountability
- Engage effectively in dialogue and communicate effectively in writing

- Plan and track projects to ensure they are ontime and achieve their objectives
ADDITIONAL INFORMATION
SELECTION PROCESS:
- All applications will be reviewed to determine if the conditions and qualifications for testing are met.
- The selection process will consist of a written exam and an interview weighted at 40 and 60 respectively.
- Candidates must receive a qualifying score on each selection component to move forward in the selection process.
- The written exam is tentatively scheduled for the week of April 21 2025.
- It is anticipated that the interviews will be conducted during the week of May 12 2025.
