Job Description

Position Information

The City of Turlock is seeking applicants for Chief Building Official. Under general direction of the Director of Development Services this position manages organizes plans and coordinates the work of the Building and Safety division including plan review building inspection enforcement and permit processing and the public counter staff serving the Development Services Department; provides highly responsible and responsive professional technical expertise guidance and support to ensure compliance with standards to safeguard public safety and property related to construction design quality of material use occupancy location and maintenance of structures in a manner that facilitates development that enhances the high quality of life in Turlock; and performs other job related work as required.

This position is designated as management for Labor Relations purposes and is considered exempt under the Fair Labor Standards Act (FLSA).

An eligibility list will be established from this recruitment that will be valid for six 6 months. All employees serve a one 1 year probationary period.

SUPERVISION EXERCISED AND RECEIVED

General direction is provided by the Development Services Director. The job incumbent directly supervises assigned management professional technical and office/clerical staff.

DISTINGUISHING CHARACTERISTICS

This is a midmanagement classification responsible for management of discrete subdepartmental organizational component(s) and program functions within a department as determined by Department Director City Manager and City Council. The incumbent serves as a member of the City policy advisory team with responsibilities for developing means for implementing policies and procedures developed by the executive team. Exercises policy development and promulgation responsibilities for specific program/functional areas. Demonstrates technical competence while working as a team member and exercises independent judgment in a number of confidential and sensitive assignments. Duties and responsibilities are performed in accordance with city policy ordinance and state regulations including building and earthquake standards.

Essential Functions

Duties may include but are not limited to the following:

  • Recommends and implements goals objectives policies and procedures.
  • Manages oversees and participates in development of work plans; assignment of work activities projects and programs; monitors work flow.
  • Plans reviews controls and evaluates activities methods and procedures for building electrical plumbing and mechanical inspections plan checking and for complying with earthquake standards.
  • Ensures close coordination with other City departments and affected outside groups.
  • Prepares specialized budgets related to assigned activities; assists in budget implementation; participates in budget forecasts; administers the approved budget.
  • Prepares reports; documents policies and procedures; performs research; recommends building and related code changes.
  • Assists with most difficult field inspections reviews inspections and decisions when unusual circumstances exist; analyses interprets and checks complex plan specifications calculations laws and regulations.
  • Makes presentations before various groups including City Council Planning Commission other boards and commissions and professional and public meetings as needed.
  • Participates in recruitment and selection activities; makes recommendations for appointment of new staff; assists with staff orientation and training.
  • Supervises staff including provision of timely performance evaluations; recommends and implements approved discipline; provides staff development; and maintains high standards necessary for efficient professional operations.
  • Answers questions; provides information to the public; recommends corrective actions; investigates reports documents and resolves complaints.
  • Meets with architects engineers developers contractors builders and property owners to resolve various problems related to constructions standards and code enforcement activities.
  • Builds and maintains respectful positive working relationships with staff supervisors outside agencies and the public using principles of good customer service; provides effective conflict resolution as needed.
  • Models appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures labor laws and MOU provisions.
  • Attends assigned meetings and training; interacts with outside agencies and commissions; provides leadership for teams or committees as needed.
  • Ensures staff works in a safe manner; follows safety requirements; monitors and ensures compliance with regulations and other legal requirements.
  • Performs other duties as assigned.

Knowledge Skills and Abilities

Knowledge of:


  • Budgeting procedures and techniques.
  • Principles and practices of supervision staff selection training and personnel management.
  • Applicable state and local law relevant to building code administration model building codes standards and specifications.
  • Principles of structural design engineering mathematics and architectural plan review and inspection.
  • Safe work practices and related regulations.
  • Principles of public speaking conflict resolution and excellent customer service.

Ability to:


  • Lead manage evaluate and train personnel effectively and maintain discipline.
  • Organize implement and supervise departmental goals and City objectives.

  • Make presentations before groups and represent the City in public forums.

  • Organize analyze manage and implement a variety of programs.
  • Prepare forecast and administer a budget.
  • Establish and maintain respectful effective and cooperative working relationships with those contacted in the course of work.
  • Communicate effectively orally electronically and in writing.

Experience and Education

Experience:

Five years of increasingly responsible experience of a supervisory administrative or professional nature and in construction and inspection of public commercial industrial or residential buildings or comparable work that would have provided the opportunity to develop the required skills knowledge and abilities.
Education:

Equivalent to an Associate Degree from an accredited college or university with significant course work in the areas of structural mechanical or civil engineering architecture or a related field.

LICENSE OR CERTIFICATE

  • Possession of a valid California Drivers License in the category necessary to perform essential duties of the position may be required at the time of appointment and maintenance of a valid California Drivers license is a condition of continued employment.
  • Possession of certification training and education pursuant to Chapter 7 Part 2.5 of Division 13 of the California Health and Safety Code.

PHYSICAL REQUIREMENTS

Maintain required physical abilities including: Vision adequate to operate vehicles and equipment read instructions and follow directions; hearing adequate to distinguish mechanical noises converse on telephone and in person; body mobility adequate to perform required inspection duties; use of hands and fingers adequate for writing typing and computer related functions; ability to lift tools and equipment as needed.


SELECTION PROCESS:

Applications will be rejected if they are incomplete or required documentation is not attached.

3. Applications will be reviewed for possession of the minimum qualifications. In the event that a large number of applicants possess the minimum qualifications applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.

4. Candidates invited to compete in the testing processmay be required to take a written examination which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process the oral examination.

5. Candidates who are invited to participate in the oral examination and receive a score of 70 or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.

6. Completion of a practical exercisemay be conducted in order to further evaluate skills relating to essential job functions.

7. Top candidates on the eligibility list will be referred to the Development Services Director for final appointment consideration.

8. Final appointment will be contingent upon passing the following: reference review medical examination which includes a drug screening hearing exam and vision exam.


VETERANS PREFERENCE SYSTEM


The City of Turlock has adopted a veterans preference system (effective January 1 2002. The percentage score achieved through an entrance (nonpromotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one 1 percentage point added to the final test score for each six 6 months of active service during a time of armed conflict up to a maximum of five 5 points and (b) five 5 percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict regardless of length of service. To receive preference points applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five 5 point adjustment. This request should be made in section #12 of the employment application form.A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG/ALCOHOL SCREENING


The incumbent will be required to take a medical examination including a drug/alcohol screening and be fingerprinted.

BENEFITS


Holidays:Eleven 11 paid holidays and two 2 floating holidays.
Vacation:
Paid vacation that increases with years of service.
Annual Management Leave:Eighty 80 hours
Inlieu Time Off (December):Employee shall receive 40 hours.
Sick Leave:
Accrual of one day (eight 8 hours) for each month worked.
Retirement:Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six 6 months or are subject to reciprocity with another eligible retirement plan may be a classic member and may be enrolled in the Citys 2.7 @ 55 plan. Employee pays employee contribution rate of 9 on a pretax basis. CalPERS final compensation may be based on the highest twelve 12 continuous months of qualifying employment. Nonclassic or new members will be enrolled in the 2 @ 62 plan and CalPERS final compensation will be based on the highest thirtysix 36 continuous months of qualifying employment.
Deferred Compensation:
The City will match employees contribution up to two and half percent 2.5 of the employees base salary for each pay period in which employee contributes six 6 percent to the program.
Retiree Health Savings (RHS) Vantage Care:
Three3 percent of the employees base payroll will be deposited in each individuals RHS Vantage Care account.
Health:
The City offers a generous health prescription vision and dental insurance plans for employees and dependents.
Professional Development:Employees are eligible to receive six hundred dollars $600 in professional development funds.
Masters Degree Incentive Pay:2.5 of base salary.
Bilingual Pay:Two and onehalf percent 2.5 of base rate of pay to employees with bilingual skills in positions the City has determined the use of bilingual skills are necessary or desired to serve the Turlock community.
Continuous Service Pay:
Beginning with the tenth 10th) year and every year thereafter 1.5 of base salary.
Beginning with the fifteenth 15th) year and every year thereafter 1.5 of base salary.
Beginning with the twentieth 20th) year and every year thereafter 1.5 of base salary.
Term Life Insurance:At one and one half percent 1.5 times annual salary plus $5000.
Computer Loan Program:TheCity agrees to offer regular employees the opportunity for a nointerest loan up to $2500 for the purchase of a personal computer.
