The Department of Economic Security Division of Technology Services is seeking an experienced and highly motivated individual to join our team as a Business Specialist (IT Vendor Management Analyst II). IT Vendor Management Analyst II provides efficient and costeffective management services to ensure consistency and transparency in the delivery of vendor products and services. This role proactively manages IT vendor relationships contracts performance and software assets to optimize costs ensure compliance and enhance operational efficiency. Resolving vendorrelated issues regarding quality service delivery markup changes and contractual obligations. Collaborating with internal stakeholders and external vendors. Additionally the role is responsible for maintaining an accurate and comprehensive inventory of software assets & cloud resources to ensure proper usage and compliance tracking license utilization data and overseeing the audit preparation process.

This position may offer the ability to work remotely within Arizona based upon the departments needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Essential Responsibilities include but are not limited to:

IT Vendor Management (ITVM): Assist in managing vendor relationships coordinating vendor communications and organizing vendorrelated meetings and events. Conduct basic reporting and analysis for ITVM management. Assist with negotiations on nonlegal items such as Statements of Work (SOWs) service levels and pricing.
Contract Management: Gain familiarity with Statements of Work (SOWs) and IT procurement processes. Assist with contract negotiations by gathering necessary information and coordinating with procurement personnel. Track key contract dates terms and potential business impacts ensuring stakeholders stay informed.
IT Software Asset Management (SAM): Assist in tracking the product lifecycle for assigned software assets. Help identify software usage patterns potential cost savings and compliance requirements. Support management in evaluating business needs for technical support upgrades and asset replacements.
Vendor Performance: Monitor vendor performance by following established tracking processes. Assist in organizing performance evaluations and gathering vendor performance data. Help identify vendor issues and coordinate corrective actions. Maintain vendor scorecards and assist in developing improvement plans.
Continuous Improvement: Supports the identification and development of process improvement initiatives. Utilizes metrics and problemsolving discussions to identify process improvement opportunities. Identifies opportunities for development both personal and within other areas of responsibility as assigned according to the targets in MAP.

Knowledge of:
IT products and Services (i.e. Software SaaS Hardware (Desktop Data Center Cloud Infrastructure Telecom IT Services)
Knowledge and understanding of principles concepts and practices of procurement and purchasing laws regulations rules policies and procedures.
Principles and processes for providing customer services including customer needs assessment meeting quality standards for services and evaluation of customer satisfaction
IT products principles and procedures in the management of complex technical projects
Applicable program rules regulations policies and procedures systems and relevant statutes
Principles and processes for providing customer services including customer needs assessment meeting quality standards for services and evaluation of customer satisfaction.

Skill in:
Group facilitation public speaking and presentation skills.
Contract negotiations organizing managing coordinating and evaluating complex procurement actions.
Applying state procurement processes regulations and ensuring compliance with them.
Strong customer service skills.
Proficient level in Google Workspace products such as Gmail Calendar Drive Docs Sheets Slides Forms and Meet.
Proficient level in Microsoft products such as Word Excel PowerPoint Visio and OneNote.
Developing performance and productivity standards principles and practices of effective public administration.
Skill in designing statistical reports analysis spreadsheets report summaries.
Writing and composition of complex issues and ideas.
Problem resolution techniques.

Ability to:
Communicate effectively in written and verbal formats including summarizing data presenting results.
Ability to detect errors anticipates and eliminate errors and maintain a smooth work flow.
Ability to prepare comprehensive management reports and the ability to write and publish IT informational documents and status updates.
Ability to multitask analyze and assess problems and issues suggest and implement solutions and have the flexibility to change direction on a project should the need arise.

Employee shall obtain and maintain a valid Level One fingerprint clearance card issued pursuant to S.B.1164.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
Successfully pass background and reference checks; employment is contingent upon completion of the abovementioned process and the agencys ability to reasonably accommodate any restrictions.
If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
