This position supervises Process Control System Specialists and oversees their work in Programmable Logic Controller (PLC) Human Machine Interface (HMI) and networking as it relates to the Supervisory Control and Data Acquisition (SCADA) system for the Department of Utilities. This position plans analyzes and implements new equipment or upgrades to the SCADA system including Standard Operating Procedures or Policies. The position works with engineering and analyzes drawings and control narratives to new or upgraded sites.
The ideal candidate will have a strong background working in a process control environment preferably related to water treatment and conveyance systems. They will have the knowledge of industry standards related to cyber security best practices for critical infrastructure. They will have experience in programming and development of HMI and PLC software used in a SCADA system. Experience working with process control instruments for an application used in SCADA and configuring network communication equipment in an industrial environment for both hardwired and wireless applications is highly desirable.
Under direction the Process Control Supervisor supervises professional and technical staff involved with systems analysis systems programming/systems administration programming customer support and/or computer operations work for a major unit of a major department operation; prepares studies and reports; assists in development and implementation of goals and policies; supervises and assists in preparation of budgets and equipment acquisition programs.
DISTINGUISHING CHARACTERISTICS
This is a supervisorylevel classification populated with multiple incumbents. The Process Control Supervisors duties are primarily administrative/supervisory in nature. Process Control Supervisors interface with City officials public/private agencies outside consultants and others and may assist a department head by developing proposing and implementing solutions for a variety of issues. The classification of Process Control Supervisor is distinguished from the next lower process control classification by the incumbents full responsibility for supervising the activities of one or more units in the process control office or all aspects of a major department operation and because oversight of staff by lowerlevel process control classifications is considered incidental duties. This class is distinguished from general information technology support classifications by the specialized and technical expertise related to process control systems specifically SCADA.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by a department head or their designee. Responsibilities include supervision of professional technical and administrative staff.

Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Experience:
Four years of progressively responsible experience in the fields of systems analysis systems programming network administration application programming customer support computer operations or similar field in a multiplatform information systems environment including at least one year as a project lead or team leader.
Education:
A Bachelors degree from an accredited college or university with a major in computer science information systems business information systems business administration or a closely related field.
Substitutions:
Additional qualifying experience may substitute for education on a yearforyear basis. Professional certification in one or more fields of information technology may substitute for one year of education or one year of experience

SPECIAL QUALIFICATIONS
