Mission: The mission of Catholic Charities is to provide for the needs of our communitythrough selfless service under the sign of love.

Summary:

The Humanitarian relief Program Manager is responsible for delivery of the agencys operational and logistical response to humanitarian relief services to newcomers including refugees special immigrant visa holders (SIV) immigrants people experiencing homelessness along with other vulnerable populations. This includes but not limited to the Mother Teresa Center Guadalupe Community Center St. Stephens CARE Center and other satellite locations or mobile response sites. The Program Manager is responsible for ensuring that all services are delivered to eligible clients. The Program Manager must have the ability to oversee the delivery of services such as referrals for humanitarian shelter food assistance (food pantries congregate meal sites and mobile food distributions) showers via the mobile shower units clothing assistance hygiene assistance educational support and/or referrals with/to ESL GED Life Skills Financial Literacy and acculturation. Referral to Legal support with ID recovery work permits crime victims assistance. Referrals for housing navigation for rental utility or humanitarian funds assistance transportation assistance via agency vans bus passes or ride share. Referrals to clientcentered trauma informed and culturally competent case management services. This involves oversight of up to 3 fulltime staff members and volunteers. The Program Manager must be able to oversee the utilization of equipment and agency vehicles to provide services to clients. The Program Manager will be required to work nontraditional hours be on call evenings and weekends and work at remote/offsite locations. Bilingual in English and Spanish is required.

Position Responsibilities:

  • *This position is responsible for recruitment hiring and training of all staff under their supervision and will make recommendations for termination of employees.
  • * To develop and implement employee development plans for program employees.
  • *Manage daytoday operations delivery of services and oversight of all applicable data integrity incident reports staffing reporting PQI goals and logistics to ensure compliance.
  • *Execute based on the agencys approval response efforts to populations affected by humanitarian crises such as human trafficking smuggling family reunifications natural disasters displacement and homelessness.
  • *Create manage and implement humanitarian response including donations management and building capacity to deliver humanitarian services.
  • *Approve all transactions and keep track of expenditures allowable costs for reimbursement and other fiscal items related to the budget.
  • *Maintain relationships with external stakeholders based on direction provided by the senior director.
  • *Write and update standard operating procedures in accordance with agency funder(s) and other applicable guidance that must be adhered to for compliance purposes.
  • *Manage grants reporting and reimbursement for allowable costs.
  • *Assist with oversight of budget and expenditures within approved limits.
  • *Work with Agencys volunteer coordinator to recruit train and maintain humanitarian response volunteers.
  • *Provide regular situational updates to agency leadership during an humanitarian/humanitarian response.
  • *Be on call and work in remote offsite locations to represent Catholic Charities in humanitarian response efforts.
  • *Review safety protocols as it relates to use of agency vehicles management of emergency sheltering and staff processes.
  • *Ensure situational awareness by continually assessing circumstances/conditions that affect the agency or clients.
  • *Oversee quality of data into appropriate databases and ensure client records are kept up to date based on HIPPA COA and other required standards.
  • *Provide monthly reporting on deliverables/goals to senior director.
  • Adherence to the Code of Conduct and the Faith and Moral is mandatory.

  • Other duties as assigned by the Senior Director Vice President of Programs Executive Vice President & CEO/President.

Requirements

Minimum Qualifications:

  • Education
    • Bachelors degree in social work or related field preferred but not required.
  • Experience
    • Three 3 years of experience in humanitarian services emergency services public health or humanitarian response setting preferred.
    • Three 3 years experience in management.
  • License and Credentials
    • 21 years of age or older (required to drive).
    • Reliable transportation.
    • Valid driver license and clean driving record.
    • Valid vehicle insurance.
    • Bilingual in English/Spanish required.

Minimum Knowledge and Skills:

  • Minimum of 3 years experience in human services public health or humanitarian response setting.
  • Advanced proficiency in Microsoft Office Programs.
  • Must be flexible selfdirected and goal oriented.
  • Knowledge and experience working in a social services setting strongly preferred.
  • Experience working with diverse populations including immigrants from different countries of origin.
  • Ability to work in culturally sensitive manner with diverse populations.
  • Knowledge of HIPPA and confidentiality standards.
  • Knowledge of operational procedures of Community Centers or other comparable facilities preferred.
  • Must be detail oriented organized selfmotivated work well independently and on a team.
  • Must have good written and verbal skills.
  • Must have good critical thinking and problem solving skills in crisis situations.
  • Ability to work nontraditional hours and be on call 24/7.
  • Experience working with and managing volunteers.
  • Ability to lift 25 lbs.
  • Experience and ability to drive large vehicles and response units.
