Job Description:

The Oregon State Board of Nursing (OSBN) with the help of its staff interprets the Oregon Nurse Practice Act evaluates and approves nursing education and nursing assistant training programs issues licenses and renewals investigates complaints and takes disciplinary action against licensees who violate the Oregon Nurse Practice Act. OSBN also maintains the nursing assistant registry and administers competency evaluations for nursing assistants and provides testimony to the legislature and other organizations as needed.


Investigations Support Manager

As a member of OSBNs Investigations Department you will join a specialized team professionals responsible for investigating clinical practice concerns and complaints for potential violations of the NPA (Nurse Practice Act) and as our next Investigations Support Manager you will lead by example holding yourself accountable to the success of your team by allocating and prioritizing workloads conducting consistent case file reviews and monitoring complaint case extension requests and holding your team accountable for presenting comprehensive investigation reports to the board in a timely manner and in accordance with applicable law policies and guidelines.

Reporting directly to the Investigations Manager this position provides critical support in the following areas:

Investigations and Compliance Management

Leads a team of journeyman level and senior level investigators in developing approaches to complex or unusual investigations by:
Serving as a resource specialist to investigative staff and other Board staff in matters pertaining to investigations.
Analyzing investigative findings and determining appropriateness of investigative actions.
Identifying additional documentary evidence as needed.

In partnership with legal counsel oversees the preparation and the coordination of disciplinary hearing activities by:
Overseeing negotiations with licensees and/or their legal representatives to settle cases.
Approving the disposition of investigations and ensuring that substantiated complaints are appropriately resolved.
As necessary facilitate and administer contracts for expert witnesses for contested cases hearings.

Manage the Investigations Program including:
Collection of penalties student loan default and child support enforcement as well as licensure revocation/reinstatement.
Establishing and maintaining professional relationships with other agencies to facilitate cooperation in common areas of enforcement and efficient use of investigative time.

Investigations Personnel Management

Perform personnel functions including:
Participating in recruitment and selection processes.
Training and career development of subordinate staff.
Managing employee performance through quarterly evaluations coaching and if necessary disciplinary action (in compliance with labor contract labor law state policies and agency policies).
Provide regular and consistent guidance and promote consistent and effective communication strategies to ensure transparency in communication with peers management external and internal partners and board members.

And as a member of OSBNs Leadership Team the Investigations Support Manager will work collaboratively with team members on projects and tasks in the everevolving area of:

Executive Leadership


Serve as an advocate for transparency and assist in the education of the public employers and licensees regarding the boards mission.
Research and prepare reports/articles for the Board legislature budget biennial report and agency newsletter.
Establish effective communications with a variety of internal and external agencies and partners.
Additional duties as they apply.

What Were Looking For (Minimum Qualifications)

Five years of lead work supervision or progressively related experience; OR two years of related experience and a bachelors degree in a related field.
Preference may be given for experience providing service in an area of specialization specific to the position opening.

What Makes You Stand Out (Preferred Qualifications)

Experience in conducting complex investigations (experience conducting personnel policy or regulatory violations involving individuals in the medical field is a plusbut not required).
Experience leading a team comprised of a variety of different professional backgrounds and levels of experience.
Experience working with or have the ability to establish a professional relationship with a variety of internal and external stakeholders including legal professionals government officials appointed or elected board members and/or outside contractors.
Skills to foster and promote the importance and value of a diverse discrimination and harassment free workplace by holding staff accountable in respecting the diverse opinions ideas and cultural differences of their peers.
Ability to view investigations through a traumainformed lens.
Strong analytical and technical writing skills.
Ability to seek out and support outreach and diversity related efforts to diversify the workforce.
