    The Superintendent invites qualified and interested persons to apply for the position of Instructional Specialist for Bilingual/ESL Office of Bilingual/ESL Education



    DEFINITION: Newark Board of Education is deeply committed to ensuring that every school has an excellent leader every classroom has the highest quality teacher and every child has access to the necessary resources and supports to succeed including the districts curricular programs. In particular schools should receive the best guidance and resources to help their students become ready for college by meeting the expectations in the New Jersey State Learning Standards.

    Newark Board of Education seeks an Instructional Specialist to work with the NBOE Department of Bilingual/ESL Education in supporting key initiatives and programs.

    This is an exciting opportunity for someone with expertise in ELL programs and operations to have a lasting impact on Newarks students and families. This position may also be responsible for other duties as assigned.

    RESPONSIBILITIES

    The Instructional Specialist for Bilingual/ESL will support the work of the Office of Bilingual/ESL Education in a number of ways including:
    • Assist the Director of the Office of Bilingual/ESL Education in managing strategic initiatives within the Office of Bilingual/ESL Education related to the districts vision for English Language Learner curriculum and instruction.
    • Work with teams to investigate filter select and/or design programs for the varied needs of ELL populations in Newark Public Schools.
    • Implement curriculum instructional resources and professional development in Bilingual/ESL Education.
    • Assist in assessing the educational financial and managerial needs of schools with ELL students and ways in which the Office of Bilingual/ESL Education can help meet these needs.
    • Collaborate with team members of the Assistant Superintendents the Offices of Data & Policy Special Education and other NPS divisions and departments to assist in successful delivery of quality education to ELL students.
    • Perform as lead in planning and managing the implementation of the districts summer school and afterschool enrichment programs for ELL students.
    • Plan coordinate and conduct staff development opportunities for teachers of ELL students throughout the school year.
    • Conduct data analysis of Bilingual ESL and Bilingual Special Education services provided to district ELL students in order to monitor and improve implementation to maximize ELL student growth and achievement.


    KNOWLEDGE AND ABILITIES

    The ideal candidate will be able to demonstrate a track record of the following:
    • Passionate belief that all students can achieve at high levels.
    • Empiricallybased knowledge of the research on effective policies strategies and resources promoting ELL student achievement.
    • Exceptional communication and interpersonal skills including ability to:
      • Work collaboratively with diverse stakeholders at all levels including but not limited to district personnel students families communities and/or advocacy groups.
      • Solicit feedback while building consensus.
      • Maintain positive relationships and build lasting coalitions of support.
      • Skillfully navigate existing political structures/systems.
    • Strong goalorientation and focus on results thrives in achievementoriented and fastpaced environment.
    • Outstanding critical thinking skills including the ability to analyze data identify trends pinpoint problems and root causes and develop innovative solutions.
    • Excellent and project management skills including ability to balance the big picture with detailed steps.

    MINIMUM QUALIFICATIONS
    • Three to five or more years of experience with comparable work.
    • At least three years experience planning and managing ELL afterschool and summer school enrichment programs.
    • Masters degree in education or related field preferred.
    • New Jersey Principal Certificate (preferred) and/or the Supervisor Standard license.

    REPORTS TO: DIRECTOR OFFICE OF BILINGUAL/ESL EDUCATION

    SALARY EMPLOYMENT PERIOD AND UNION AFFILIATION

    Salary:$71794$2025SY)
    Employment Period: Twelve 12 Months
    Union Affiliation: NTU
