Purpose
The District Code Enforcement Supervisor directs the dailyoperations of the Inspection Section whose mission is to ensure neighborhoods enhancethe health safety and overall quality of life for the residents and businessowners while preserving property values. Essential Functions
Code Enforcement Supervision
- Oversee the work of code enforcement staff in assigned areas and districts document employee performance prepare necessary reports and take corrective action.
- Review paperwork computer records and work in progress to ensure adherence to departmental policies.
- Coordinate and conduct training and educational programming for new existing temporary and intern inspectional staff.
- Participate in the selection of new hires.
- Coach counsel assess performance and provide guidance and direction to code enforcement staff.
Administration
- Using input from stakeholders including community groups aldermanic staff the Milwaukee Police Department (MPD) and the Department of Public Works (DPW) plan develop and implement strategies to improve safety and quality of life and to enhance property values.
- Represent the Department of Neighborhood Services (DNS) at public hearings community meetings and other public forums.
- Coordinate and implement programs such as Essential Services Fire Inspection and Rent Withholding.
- Triage and assign emergency and other priority complaints including noheat aldermanic service requests defective sewers and electrical violations.
- Prepare written and statistical reports on programmatic accomplishments and policy matters.

Conditions of Employment
The District Code Enforcement Supervisor must be willing andable to do the following:
- Perform field work throughout Milwaukee.
- Perform interior inspections on residential and commercial properties.
- Comply with the departmental dress code.
- Climb ladders stoop and bend.
- Work outdoors in all weather conditions.
- The preplacement medical requirements for this title include:
- Physical/lift test
- Audiogram
- Vision
- Non DOT Drug Test
Minimum Requirements
- Bachelors degree in urban planning architecture engineering natural science or a related field from an accredited college or university.
- Two years of code enforcement or building construction experience.
- Valid drivers license at the time of application throughout the selection process and throughout employment and the availability of a properly insured automobile for use on the job at the time of appointment and throughout employment (private auto allowance may be paid pursuant to Section 350183 of the Milwaukee Code).
- The following certifications are required at the time of appointment and throughout employment:
- Property Maintenance and Housing Inspector through the International Code Council (ICC);AND
- Fire Inspector I through the International Code Council (ICC) (or NFPA 1;AND
- Wisconsin Commercial Building Inspector Wisconsin Uniform Dwelling Code (UDC) Construction Inspector and Wisconsin UDC HVAC Inspector.
Equivalent combinations of education andexperience may also be considered. For example an Associate degree in arelated field and four years of code enforcement or building constructionexperience; OR six years of code enforcement or building constructionexperience may also be considered.

Desirable Qualifications
- Lead worker or supervisory experience.
- Conversational language proficiency in Spanish or Hmong.
Knowledge Skills Abilities & Other Characteristics
Technical
- Knowledge of building and construction principles methods and materials including structural mechanical electrical and plumbing systems.
- Ability to read and interpret policies and procedures and technical materials related to nuisance building fire electrical plumbing HVAC (heating ventilation and air conditioning) real estate and zoning issues.
- Ability to read and apply codes such as the Milwaukee Code of Ordinances Wisconsin Commercial Building Suite of Codes International Fire Code National Fire Protection Association (NFPA) codes and ICCs occupancy classifications and code requirements pertaining to commercial occupancy.
- Ability to read plans and blueprints.
- Inspection skills to assess building construction plumbing and electrical systems and building surroundings to gauge code compliance determine habitability and eliminate fire and safety hazards.
- Ability to use jobrelated software applications and databases and laptop computers digital cameras and mobile phones.
Communication and Interpersonal
- Verbal communication and presentation skills to clearly explain technical information to customers.
- Ability to build effective working relationships with all stakeholders.
- Customer service skills tact and diplomacy to serve individuals from all cultural educational and socioeconomic backgrounds professionally and appropriately.
- Ability to be fair persuasive empathetic and calm when working with people who may be upset.
- Written communication skills to create orders accurately and compose wellcrafted correspondence and documentation.

Current Salary
The current salary range (PAY RANGE 1IX) is$83318$112137annuallyand the resident incentive salary range for City of Milwaukee residentsis$85817$115501annually.Appointment above the minimum is possiblebased upon level of experience and other qualifications and is subject toapproval.
