The City of Turlock is accepting applications for the Assistant Municipal Services Director position. Under the general direction of the Municipal Services Director responsible for planning directing organizing and managing the assigned divisions/areas of:
Regulatory Affairs Water Quality Control Utility Maintenance Fleet Transit Assets.
OR
Facilities Maintenance Recreation and Airport.
Responsible for management and administration of complex technical financial statistical and analytical work of the assigned department divisions. The incumbent may assist the Director and/or represent/present in public activities or meetings and oversees coordination of other service areas as directed. Represents the Department in the absence of the Director.
An eligibility list will be established from this recruitment that will be valid for six 6 months. All employees are required to serve a twelve 12 month probationary period.This is a midmanagement classification responsible for the supervision of discrete subdepartmental organizational component(s) and programs/functions within a department as determined by the Department Director City Manager and City Council. Demonstrates professional and technical competence while working as a team member in the development of projects implementation of projects and departmental goals and objectives. Exercise independent judgment in a number of confidential and sensitive assignments. Duties and responsibilities are performed in accordance with municipal codes ordinances City policy federal and state law and related regulating entities.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by the Municipal Services Director. The job incumbent provides general supervision to subordinate level professional/technical and clerical staff in the department administrative area. At the discretion of the Department Director may also be required to provide supervision to other divisions of the department.

Experience:
Four years of increasingly responsible professional experience with a public agency in municipal services related administration regulatory affairs water quality control utility maintenance water treatment engineering transit facilities maintenance and recreation or a related field which includes two years of progressively responsible administrative and supervisory experience or any experience that would have provided the opportunity to develop the required skills knowledge and abilities.
Training:
Equivalent to a Bachelors degree from an accredited college or university with course work in the areas of public administration engineering planning transportation civil engineering urban studies or related fields.
Licenses:
Possession of a valid California Drivers License in the category necessary to perform essential duties of the position may be required as the time of appointment. Maintenance of a valid California Drivers license and proof of automobile liability insurance is a condition of continued employment.

MEDICAL EXAMINATION AND DRUG/ALCOHOL SCREENING
The incumbent will be required to take a medical examination including a drug/alcohol screening and be fingerprinted.
CUSTOMER SERVICE POLICYBENEFITS
Holidays:Eleven 11 paid holidays and two 2 floating holidays.
Vacation: Paid vacation that increases with years of service.
Annual Management Leave:Accrual of eighty 80 hours.
Inlieu Time Off (December):Employee shall receive 40 hours.
Sick Leave: Accrual of one day (eight 8 hours) for each month worked.
Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six 6 months or are subject to reciprocity with another eligible retirement plan may be a classic member and may be enrolled in the Citys 2.7 @ 55 plan. Employee pays employee contribution rate of 9 on a pretax basis. CalPERS final compensation may be based on the highest twelve 12 continuous months of qualifying employment. Nonclassic or new members will be enrolled in the 2 @ 62 plan and CalPERS final compensation will be based on the highest thirtysix 36 continuous months of qualifying employment.
Deferred Compensation: The City will match employees contribution up to three and half percent 3.5 of the employees base salary for each pay period in which employee contributes eight percent 8to the program.
Retiree Health Savings (RHS) Vantage Care: The City contributes threepercent 3 of the employees base payroll into the employees individual RHS Vantage Care account.
Health: The City offers a generous health prescription vision and dental insurance plans for employees and dependents.
Vehicle Allowance: This position will receive a car allowance of two hundred dollars $200 per month. Employees who are assigned vehicles are not entitled to receive car allowance.
Professional Development: Employees are eligible to receive seven hundred dollars $700 in professional development funds.
Masters Degree Incentive Pay: 2.5 of base salary.
Bilingual Pay: Two and onehalf percent 2.5 of base rate of pay to employees with bilingual skills in positions the City has determined the use of bilingual skills are necessary or desired to serve the Turlock community.
Continuous Service Pay:Beginning with the tenth 10th) year and every year thereafter 1.5 of base salary.
Beginning with the fifteenth 15th) year and every year thereafter 1.5 of base salary.Beginning with the twentieth 20th) year and every year thereafter 1.5 of base salary.
Term Life Insurance: At one and one half percent 1.5 times annual salary plus $5000.
Computer Loan Program: The City agrees to offer regular employees the opportunity for a nointerest loan up to $2500 for the purchase of a personal computer.
