Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.

The NCIA provides a wide range of services including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.

Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprisewide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.

To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performanceengaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The NATO Chief Information Officer (CIO) function brings Information and Communications Technology (ICT) coherence across NATO Enterprises civil and military bodies. The NATO CIO is empowered to realize the Allies vision for the NATO Enterprise is accountable to the Secretary General and is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO provides Enterprise oversight on cybersecurity issues and in close coordination with all relevant NATO civil and military bodies works towards the continual improvement of the cyber hygiene and cybersecurity posture in the NATO Enterprise. The Office of the NATO CIO (OCIO) is an integrated staff organization comprised of International Staff (IS) and International Military Staff (IMS) members. The Office of the Chief Information Officer (OCIO) is seeking support in managing and coordinating an Enterprise Resource Planning (ERP) project aimed at bringing coherence and modernizing the NATO Enterprise ERP landscape. This initiative is part of the NATO Enterprise Digital Transformation Action Plan (NEDTAP) which focuses on improving processes and leveraging digital technologies. The project addresses the need for greater alignment and improvement of processes across the NATO Enterprise to support ongoing digital transformation efforts. An initial study has been conducted and the goal is to build upon this foundation by following up on the next steps and ongoing initiatives. These initiatives include modernizing the recruitment tool conducting further studies enabling data centricity in the HR and Finance domains and developing a common tender portal and vendor management. It is essential to ensure that there is a unified roadmap and alignment across all these efforts between the different entities. This work plays a crucial role in managing and supporting the OCIO in the ERP modernization landscape across the NATO Enterprise ensuring coherence across the initiatives and developing a vision for a consolidated ERP landscape. Responsibilities include managing stakeholders coordinating with various entities to understand their needs following and aligning with the different ongoing initiatives and ensuring effective communication and collaboration. This project is vital in aligning the ERP landscape with NATOs strategic goals addressing the modernization needs due to legacy system obsolescence and overcoming the challenges posed by a fragmented ERP landscape. By doing so the incumbent will contribute significantly to achieving NATOs Digital Transformation strategic outcomes and ensuring a cohesive efficient and digitallyready workforce

Role Duties and Responsibilities

Phase I: Common Tender Portal and invoicing

Objective: Lead and Coordinate as Project manager the activities related to ERP driven by the Office of the CIO ensuring coherence across the different initiatives Indicative timeline: March to June 2025. During this phase the focus will be on initiating various work strands bringing stakeholders together managing industry engagement and continuing the efforts from the initial ERP study report to create a strategy for the NATO Enterprise ERP landscape. During this phase special emphasis will be placed on: i) a Common Tender Portal and ii) common invoicing solution aligned with the 2026 upcoming standards.

Tasks:

  • Coordinate the work with different stakeholders ensuring appropriate communication and cooperation among the relevant NATO Enterprise stakeholders particularly for the following ongoing work areas such as: HR Recruitment Replacement invoicing Common Tender Portal and Treasury Management.
  • Manage industry engagement for the ERP project from the OCIO ensuring high standards of quality and timely delivery.
  • In collaboration with relevant stakeholders from the NATO Enterprise (i.e. ACO ACT IS IMS NSPA NCIA) and industry support create an ERP strategy for the NATO Enterprise including Acquisition Finance and HR domains.
  • Develop and maintain a roadmap with a comprehensive list of relevant initiatives and timelines.
  • Prepare a workshop in June to inform the Enterprise on the status bring the community together and facilitate coordination.
  • Follow up on project progress and ensure timely completion of tasks.
  • Support and provide feedback from the ERP project to the wider NATO Enterprise Digital Transformation initiatives: Data Strategy Action Plan Cloud Strategic Group NEDTAP

Deliverable 1: Updated ERP Strategy highlighting the vision for the Enterprise. This should be based on the Initial ERP Study and stakeholder feedback.

Deliverable 2: An updated roadmap document accompanied by a comprehensive list of ongoing initiatives. This deliverable will be maintained and reviewed at each stage before releasing the next work package.

Phase II: HR

Objective: Coordinate and act as Project manager for the work on ERP from the Office of the CIO ensuring coherence across the different initiatives Indicative timeline: July to October 2025 This phase will focus on building upon the previous work with the goal of further developing a strategy and reaching an agreement on the next steps for a consolidated ERP ecosystem. During this phase a focus on HR is required. This should be closely aligned with the Taleo replacement exploring how this transition can be leveraged to continue developing a data driven ERP enterprise with additional common services in the HR domain.

Tasks:

  • Coordinate the work with different stakeholders ensuring appropriate communication and cooperation among the relevant NATO Enterprise stakeholders particularly for the following ongoing work areas such as: HR Recruitment Replacement eInvoicing Common Tender Portal and Treasury Management.
  • Manage industry engagement for the ERP project from the OCIO ensuring high standards of quality and timely delivery.
  • In collaboration with relevant stakeholders from the NATO Enterprise (i.e. ACO ACT IS IMS NSPA NCIA) and industry support create an ERP strategy for the NATO Enterprise including Acquisition Finance and HR domains.
  • Develop and maintain a roadmap with a comprehensive list of relevant initiatives and timelines.
  • Prepare a workshop in October to inform the Enterprise on the status bring the community together and facilitate coordination.
  • Follow up on project progress and ensure timely completion of tasks.
  • Support and provide feedback from the ERP project to the wider NATO Enterprise Digital Transformation initiatives: Data Strategy Action Plan Cloud Strategic Group NEDTAP

Objective: Coordinate and act as Project manager for the work on ERP from the Office of the CIO ensuring coherence across the different initiatives Indicative timeline: November to December 2025 The main goal of Phase 3 is to finalize the common roadmap and strategy and to outline the next steps. This will ensure a clear plan with initiatives for 2026 moving towards a consolidated and coherent ERP landscape. Additionally this phase should focus on ensuring a datacentric ERP landscape for HR Acquisition and Finance domain that is aligned with the move towards the cloud and ongoing initiatives.

Tasks:

  • Coordinate the work with different stakeholders ensuring appropriate communication and cooperation among the relevant NATO Enterprise stakeholders particularly for the following ongoing work areas such as: HR Recruitment Replacement eInvoicing Common Tender Portal and Treasury Management.

Essential Skills and Experience

  • Strong knowledge in managing ERP projects is required ensuring that the deliverables are delivered effectively and align with organizational goals.

Desirable Skills and Experience

  • A deep understanding of NATOs structure and operations particularly knowledge of Allied Command Operations (ACO) and Allied Command Transformation (ACT) will be advantageous. This knowledge will support effective engagement and collaboration within the NATO framework.
  • Proficiency in one of NATOs two official languages (English and French) is essential with the ability to communicate effectively in both written and spoken forms. Familiarity with the second language is a plus enhancing communication within the diverse NATO environment. Given that most of NATO OCIOs work is conducted in English proficiency in this language is particularly critical.
  • Mastery of Project management of ERP projects including best practices knowledge on ERP processes in HR Finance and Procurement and frameworks is crucial. This expertise will guide the development and implementation of effectivecloud strategies.
  • Exceptional interpersonal and communication skills that facilitate effectiveteamwork across diverse groups. Experience in consensusbuilding among stakeholders with varying objectives and from different cultural backgrounds is critical.
  • A proven track record in advising complex international organizations on cloud governance processes and operating models is essential. This experience demonstrates the contractors ability to provide strategic guidance and implement effective solutions.
  • If prior experience within NATO or on NATOrelated projects exists such performance will be carefully evaluated during the contract awarding process underscoring the value of relevant experience in this unique context.
  • Experience working in data centric and cloud adoption projects is considered an advantage.
  • We highly value prior experience in a diverse international setting involving both military and civilian components. Experience with NATO or on NATOrelated projects would be ideal highlighting a contractors ability to navigate complex multi national environments.
  • Demonstrated ability in leading and managing projects within international and complex environments adhering to strict deadlines and budgets. Certifications such as PMP (Project Management Professional) or PRINCE2 could be indicative of this capability.
  • A mindset geared towards continuous improvement innovation and the ability to bring creative solutions to complex problems driving forward NATOs ERP Landscape.
