JOB TITLE: Procurement Consultant

DURATION: 11 months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The primary goal of WFP Procurement is to procure food for delivery to affected communities and secure the goods and services required to support our operations in a timely and costeffective manner while maintaining fair and transparent processes. WFP procures the food and goods and services from a combination of sources; local regional and international based on the best option to achieve delivery in a timely efficient and effective manner In 2021 an internal review of Goods and Services Procurement unit highlighted six areas of improvement for procurement: 1 Operating model 2 Staff resourcing 3 Oversight mechanism 4 Vendor management 5 Procurement processes and 6 Use of Technology. To address these gaps and other priorities Procurement initiated a Procurement Business Process Review aimed at achieving 6 main objectives to optimize the current state and setup more performant and efficient procurement processes & organization 1 Professionalize procurement Analytics capabilities 2 Setup the right operating model 3 Establish the right organization structure 4 Streamline processes 5 Leverage technology for end to end procurement support and 6 Assess the appropriate staffing and resourcing requirement and adapt upskilling paths accordingly. As part of the target procurement operating model Procurement requires an experience procurement professional to lead the establishment of business partnering role in procurement. Under the supervision of the Procurement Business Process Review Senior Project Manager the Business Partnering implementation team lead will support the process of change management required to establish and successfully implement Business partnering for Procurement. ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead the development of the procurement business partnering model including definition of scope working methods processes procedures and performance expectation. Incorporate inputs from business to ensure role effectiveness.
2. Define when the role is required staff capability required and the coordination role between the client and procurement documenting the roles and handoffs.
3. Lead the development of training and onboarding resources (text video Images use cases graphs etc) for category teams (Business clients & Procurement)
4. Develop methodologies for establishment monitoring and measurement of category performance goals with relevant support governance structures
5. Deliver training provide support to implementation of the procurement business partnering and document learning including performance gaps analyse root causes and recommend iterations required to improve the effectiveness of the role.
6. Analyse and identify staff capacity and capability gaps around procurement business partnering and establish and lead implementation of capacity and capability development.
7. Others as required. DELIVERABLES AT THE END OF THE CONTRACT: Baseline for client satisfactions established Client satisfaction survey based on actual touch poiunt with procurement updated and implemented quarterly Client objectives and needs for next 2 years established Client spend structure established Client feedback mechanism established Procedures for client engagement established QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in operations management procurement supply chain management or equivalent or else first University degree supplemented by additional years of experience and specialized training.
Experience: Minimum of six 6 years of relevant postgraduate experience related to Business Partnering

Procurement Skills (Demand Management Sourcing method Negotiation skills Contracts management Supplier & risk management Finance Acumen & Sustainable Procurement.
Languages: Fluency in both oral and written communication in English and a second UN language. Solid working knowledge of French and Spanish are highly desired.
