The Air Quality Division is responsible for collecting environmental information analyzing environmental information and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians.

The Cleaner Air Oregon program is primarily responsible for the implementation support and coordination of a toxic air contaminant industrial permitting program in coordination with regional offices including ongoing risk assessments policy and guidance development training and education rule and statute revisions performance monitoring and oversight of compliance with the program. This section has the lead responsibility to ensure the accurate identification assessment and reduction of toxic air contaminant emissions using healthbased standards. This program is responsible for supporting the completion of risk assessments and the determination of permitting and reporting requirements for sources assessed under program rules.

What you will do!

You will provide technical and permitting assistance to smaller businesses and industries in the Cleaner Air Oregon program and to new facilities wishing to locate and operate a site and be permitted in Oregon. This work will include ensuring compliance with rules and permit conditions for Oregons Cleaner Air Oregon program including reviewing and approving toxic air contaminant emissions data modeling and risk assessment reports as well as drafting permit requirements and review reports. You will frequently function as a project team leader working closely with subject matter experts to fulfill air quality responsibilities including internal modelers risk assessors permit writers and external sources. You will complete complex analyses and evaluations of air pollution issues and create a menu of solutions for permitting and reducing health impacts from emissions. In addition you will assist smaller businesses by providing technical assistance for: developing emissions information for ongoing permitting and compliance with toxic air contaminant regulations; help other interested and/or affected parties understand and implement toxic air contaminant risk assessment and reduction activities required under the Cleaner Air Oregon program; and provide assistance in the development of pollution prevention plans and provide consultation on alternative materials and operations to impact emissions and risk reduction activities.

What are we looking for

Minimum Qualifications: Bachelors degree in physical science environmental science natural resources or a closely related field AND 4 years of experience in a natural resource or environmental field an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data conducting investigations applying pertinent laws and regulations or coordinating and monitoring project activities.

This position will be based out of DEQs Headquarters office in Portland however the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop monitor keyboard mouse and cell phone) for an employee to successfully work from home. At DEQ sites you will have access to a workspace however it may be shared with other employees.

This position requires occasional statewide to attend meetings trainings public hearings conferences and seminars some of which may involve extended work hours overnight stays and/or weekend work.
