Description of Job


The Colorado Department of Corrections is recruiting for a dynamic leader to manage Offender Services which encompasses Central Classification Central Case Management Offender Records Time Computation Court Services/Detainer Operations Central Transportation Unit and Private Prison Monitoring Unit. This position reports to the Deputy Director of Prisons. Specific duties include but are not limited to:

  • Provide senior administrative and operational management of Offender Services (OS) which includes all assigned programs such as Central Classification Central Case Management Time Computation Court Services/Detainer Operations Central Transportation Unit Intelligence Unit and the Private Prison Monitoring Unit by delegating authority to subordinate supervisors regarding workflow scheduling and job assignments as well as quality control and compliance;
  • Establish the direction goals and objectives of Offender Services in alignment with the CDOC mission and vision by developing an organizational structure by which the statutory mission can be accomplished effectively and efficiently;
  • Provide continuous leadership to implement strategies to enhance the work culture and to coordinate activities of a broad and diverse professional staff;
  • Develop and maintain relationships with facilities and units within the department and internal/external customers. Attend meetings on a regular basis with local civic special interest groups and government agencies;
  • Foster and maintain public relationships and represent Prison Operations Offender Services to various federal state and local inter and intra agency committees legislative district attorney local law enforcement correctional institutions to identify and create opportunities for mutually supportive endeavors and partnerships;
  • Formulate or adjust program objectives to ensure compliance with Federal and State statutes Department of Corrections regulations policies and other established correctional standards such as American Correctional Association (ACA) for the management of offenders and to ensure offenders and bed space are managed appropriately and to capacity;
  • Evaluate effectiveness and make improvements to operations to ensure appropriate delivery of services and programs to the offender population and internal/external stakeholders;
  • Manage and resolve complex issues and maintain balance between program delivery and institutional security;
  • Monitor results of organizational initiatives and OS objectives forecasting trends in offender management and classification and direct change when necessary to achieve the mission and vision of the department;
  • Take command of any major breaches of security or breach of services for private prisons which affect the safety of staff safety of offenders or jeopardize the CDOCs mission of public safety;
  • Provide overall correctional leadership to all staff by coordinating activities and implementing strategies that encourage professional staff development and growth;
  • Oversee and manage crisis situations such as a facility emergency or natural disaster for private prisons;
  • Make observations through completion of quarterly facility walk through to assess needs identify deficiencies to maintain the expected business outcomes and build relationships with facility staff;
  • Assist state private prisons and local jails in response to emergency situations that require offender bed management;
  • Serve as appointing authority to all assigned positions and areas of responsibility;
  • Appoint correctional and professional staff define jobs determine work hours by analyzing operational needs and staffing patterns;
  • Supervise coach and mentor staff by developing performance plans conducting performance reviews and completing performance evaluations in accordance with CDOC AR 145002 and Colorado State Personnel Board Rules;
  • Conduct State Personnel Board Rule610 meetings when considering disciplinary action. In accordance with CDOC AR 145012 issue corrective and/or disciplinary action when warranted;
  • Ensure subordinate supervisors are providing timely performance plans reviews and evaluations in accordance with AR145002;
  • Settle DOC employee complaints by responding to employee grievances in accordance with DOC AR 145024;
  • Supervise the preparation of fiscal budgets for facility operations;
  • Determine approve and monitor budget allocations and expenditures;
  • Review population projections and analyze operating staffing and program needs; recommend changes in resources as they relate to annual budgetary allocations;
  • Perform other jobrelated job duties as assigned or required.

Minimum Qualifications:

  • Ten 10 years of relevant experience in Business Administration Business Management Education Criminal Justice Sociology Public Administration Psychology and two 2 years of which must have included experience with public or business administration establishing goals and objectives as well as developing and managing a budget to achieve program goals and objectives.

    OR

  • A combination of related education and/or relevant experience in Business Administration Business Management Education Criminal Justice Sociology Public Administration Psychology equal to ten 10 years and two 2 years of which must have included experience with public or business administration establishing goals and objectives as well as developing and managing a budget to achieve program goals and objectives.

Preferred Qualifications:

  • Seniorlevel management experience within a criminal justice or correctional environment;
  • Experience managing and directing statewide case management and case planning within a complex institutional environment; proven experience managing multiprogrammatic operations between correctional institutional facilities;
  • Thorough understanding of strategic planning to ensure compliance with operational standards while achieving program goals;
  • Ability to establish strong partnerships with stakeholders outside agencies interest groups community organizations and public officials;
  • Ability to provide innovative leadership implement and improve operations through effective performance measures.
