Definition/Summary
Under direction of the General Manager and in compliance with government regulations the Safety & Environmental Compliance Coordinator is responsible for developing implementing and overseeing the Districts safety and environmental compliance programs. Key areas of responsibility include occupational safety industrial hygiene environmental protection fire prevention and hazardous materials management. This role provides training monitors regulatory changes conducts technical research and analysis and ensures compliance with relevant laws and regulations. Additionally the position serves as a liaison with regulatory agencies the public and internal departments including support to the Pest Control Department.

Class Characteristics
The Safety & Environmental Compliance Coordinator is a supervisorlevel position responsible for overseeing and directing safety risk management and environmental compliance activities. The role requires independent judgment and initiative including analyzing and improving departmental operations and programs. The incumbent frequently interprets and applies policies procedures and regulations to ensure compliance with legal requirements and industrys best practices.

Examples of Essential Job Duties and Responsibilities
Safety Programs

  • Develop implement and manage the Districts safety programs to ensure workplace safety and regulatory compliance.
  • Conduct regular safety inspections and audits identifying hazards and recommending corrective actions.
  • Lead safety meetings including safety orientation for new employees.
  • Investigate incidents and hazards determine root causes and develop preventive measures.
  • Administer the Districts respiratory protection program including medical surveillance and fit testing.
  • Maintain the Districts chemical inventory lists and Safety Data Sheet (SDS) database.
  • Provide guidance on hazardous communication requirements including labeling storage and Hazardous Materials Business Plans.
Training & Compliance
  • Plan coordinate and deliver safety training programs including first aid CPR driver safety and emergency response.
  • Develop and distribute educational materials to enhance safety awareness.
  • Track and ensure compliance with environmental regulations related to water quality hazardous materials and pollution prevention.
  • Plan direct and manage hazardous materials storage transportation and disposal.
  • Conduct environmental inspections and prepare technical reports to ensure compliance.
  • Ensure compliance with underground excavation regulations by contacting USA (Underground Service Alert) to request utility marking and obtain necessary digging permits before any excavation activities.
Incident Management & Regulatory Interface
  • Investigate and document workplace incidents accidents and nearmisses; recommend corrective actions.
  • Prepare and submit required regulatory reports related to safety and environmental compliance.
  • Serve as the Districts representative when working with regulatory agencies inspectors and stakeholders.
  • Monitor legislative changes and ensure compliance with new and evolving regulations.
  • Assist and accompany governmental and insurance agency inspectors during facility evaluations.
Pest Control & Environmental Compliance
  • Assist in supervising crews engaged in plant and animal pest control ensuring compliance with regulations.
  • Maintain all required permits for restricted materials and ensure regulatory compliance with pest control activities.
  • Recommend appropriate herbicides and stay informed about industry regulations and advancements.
  • Support aquatic applications to the irrigation system and maintain required records.
Emergency Response & Leadership
  • Serve as a first responder to emergencies involving hazardous materials and coordinate response activities.
  • Develop and implement emergency response procedures to mitigate risks.
  • Promote a culture of safety and regulatory compliance within the District.
  • Provide recommendations for staff discipline to encourage continuous improvement and compliance.
Collaboration and Leadership:
  • Promotes a culture of safety and compliance.
  • Collaborate with departments to ensure integrated compliance with safety and environmental standards.

Qualifications

Typical Qualifications:
Any combination of training experience abilities and education may satisfy the necessary minimum qualifications. A typical way to qualify would be:
Knowledge of:

  • Principles and practices of workplace safety and environmental compliance.
  • Regulatory requirements related to hazardous materials water quality pollution prevention and occupational safety.
  • Inspection methods quality assurance and control procedures for water sample collection and analysis.
  • Safe work practices and emergency response procedures.
  • Chemical and biological sciences as they relate to environmental safety and hazard management.
  • Federal state and local environmental laws and regulations.
  • Standard business computer applications for documentation and reporting.
Ability to:
  • Identify and mitigate workplace hazards ensuring compliance with safety and environmental regulations.
  • Write clear concise technical reports policies and compliance documents.
  • Conduct investigations analyze data and develop effective solutions.
  • Communicate technical information effectively to employees and regulatory agencies.
  • Manage multiple projects prioritize tasks and meet deadlines.
  • Develop and implement employee training programs on safety and environmental compliance.
  • Establish and maintain positive working relationships with staff regulatory agencies and the public.
Education and Experience:
  • Education: Bachelors degree in environmental science occupational safety biological science chemistry engineering or a related field from an accredited institution. Two 2 years of relevant safetyrelated experience may be substituted for one 1 year of required education.
  • Experience: Minimum of four 4 years of progressively responsible experience in environmental compliance or regulatory management.

  • Frequent use o computers calculators and office equipment requiring prolonged sitting 57 hours per day).
  • Requires the use of hands and fingers for gripping grasping and operating equipment.
  • Intermittent bending reaching carrying and lifting of materials 515 lbs).
  • Requires effective verbal communication with staff and the public through facetoface phone and radio interactions.
  • Frequent wrist and elbow movement related to typing writing and handling equipment.
  • Occasional physical movement includes twisting reaching and lifting as part of inspections and fieldwork.
  • Must possess normal or corrected hearing and vision to perform job duties safely and effectively.
