Job Description

Overview:

Under the direction of the Assistant Director of the Greater Boston Climate Resilience Jobs Alliance the Grants Manager will be primarily responsible for managing the disbursement of grant funds to subrecipients and contractors in keeping with relevant federal state and local requirements. The Grants Manager will serve as the primary point of contact for subrecipients and contractors and will be responsible for developing and implementing contracting invoicing and data collection practices needed to successfully meet the goals of the Alliance.

About the NOAAs ClimateReady Workforce for Coastal and Great Lakes States Tribes and Territories Grant Initiative:

The City of Bostons Office of Workforce Development part of Mayor Michelle Wus Worker Empowerment Cabinet was awarded $9.8 million from the National Oceanic Atmospheric Administration to develop the Greater Boston Climate Resilience Alliance a coalition of more than 30 partners including employers training providers communitybased organizations and climate and workforce development experts. The Alliance will train workers and place them in good climate and coastal resilience jobs and pathways.

The ideal candidate will have strong communications and relationshipbuilding skills with prior experience managing grants and contracts in a government context and specifically experience with managing implementation of federal funding.

Responsibilities:

The general duties and responsibilities of the position are included in but not limited to the information listed below.

  • Liaise with funding agencies to facilitate implementation of grantspecific requirements and coordinate reporting and compliance including site visits if required. Liaise with subawardees to coordinate contracts invoicing reporting and site visit monitoring.
  • Manage communication/informational sessions with applicants; collect grant applicant data as needed; manage subawardees/subcontractors preaward tasks and communication.
  • Draft award letters contract documents and amendments for grantfunded programs/partners (including ongoing funding onetime or special grants and professional services).
  • Ensure accurate and timely production of budget and invoices. In coordination with fiscal staff create training materials for the invoicing process. Ensure timely and accurate processing of contract packages. Troubleshoot issues related to contract and implement solutions. Ensure grant acknowledgements contract set up and report progress to the Assistant Director of the Alliance.
  • On an annual basis and in coordination with fiscal and legal teams coordinate updates to contract templates attachments budget documents and tracking/data collection instruments.
  • Develop manuals and tools for Standard Operating Procedures (SOP) including checklists and required documents in a timely manner.
  • Stay abreast of best practices and evolving federal grants regulations by attending assigned trainings and utilizing professional development resources.
  • As needed provide instruction and guidance to other Alliance program staff on compliance with procurement and grant administrative issues. Provide direction to staff of outside agencies as requested.
  • As needed convene outside agency staff for service coordination resource sharing training and technical assistance.
  • Monitor reporting requirements and ensure timely submission of required reports. This will include data collection coordination with fiscal to ensure the production of financial reports collecting documentation for auditing purposes and preparing for fiscal monitoring/site visits.
  • Help plan for attend and take notes during Alliance partner meetings and events as required.
  • Meet with community organizations to find opportunities for partnership and mutual promotion.
  • Act as a representative at Alliancerelated events including trainingrelated events to build a network and learn about resources available to workers and training participants.
  • Perform other related duties as requested.

Minimum Entrance Qualifications:

  • Bachelors degree in a relevant field and at least three 3 years of relevant professional experience in grants and contracts.
  • Prior experience managing public funds and especially grants and contracts.
  • Experience managing implementation of federal funding.
  • Familiarity with nonprofit organizations and operations.
  • Familiarity with job training and educational programs.
  • Excellent organizational oral and written communication and analytical skills; attention to detail; proficiency with MS Office (Word Excel PowerPoint) and Google Suite; and demonstrated knowledge of and experience with grants and contract administration. Knowledge of Salesforce or similar programs is preferred.
  • Must be able to solve problems draft written agreements review and understand basic financial documents and contract terms/conditions manage multiple concurrent tasks/projects/deliverables in a fastpaced environment and collaborate with a range of stakeholders.
  • Must have strong communication and proven relationshipbuilding skills
  • Must be able to work weekend and/or evening schedules as required.
  • Both strong selfdirection and the ability to collaborate with a team are needed.
