Operational Planning Analysis Information Operational Planning Services Macdill Air Force Base Tampa FL The Information Operations Planning Services assists the United States Marine Corps Forces Central Command (MARCENT) and subordinate commands by serving within the plans and policy directorate task area. The positions primary mission involves assisting and advising the COMUSMARCENT in jointlevel and servicelevel planning deliberate planning crisis action planning force deployment planning and requirements development validation and prioritization. The Information Operations Planning Services directly supports plans and policy under the MARCENT G5 including providing Information Operations (IO) Planning Analysis services and subject matter expertise (SME) on IO Military Information Support Operations (MISO) Electronic Warfare (EW) Offensive Cyberspace Operations Military Deception (MILDEC) Special Technical Operations (STO) Interagency coordination and nonlethal targeting. The Information Operations Planning Services will perform the following duties: ESSENTIAL DUTIES AND RESPONSIBILITIES - Provide Information Operations (IO) Planning Analysis services.
- Provide subject matter expertise (SME) on IO Military Information Support Operations (MISO) Electronic Warfare (EW) Offensive Cyberspace Operations Military Deception (MILDEC) Special Technical Operations (STO) Interagency coordination and nonlethal targeting.
- Attend USCENTCOM conferences MARCENT working groups Battle Rhythm events (e.g. Information Operations Working Group MILDEC Working Group monthly STO SVTC etc. and provide conference summary reports and presentations to MARCENT personnel.
- Assist with MARCENT staff reviews of USCENTCOM planning products and generate responses to USCENTCOM for MARCENT submission.
- Ensure that all plans reflect IO equities.
- Support the development of Component supporting plans to Combatant Command OPLANs and CONPLANs; provide full understanding and experience IO for the development of contingency joint bilateral and multilateral plans; and attend joint bilateral multilateral and coalition planning conferences/working groups.
- Provide IPRs on planning efforts to the MARCENT Commander and MARCENT staff as required.
- Assist in the development of assessments briefs information papers and standard naval messages.
- Serve as an expert on all matters involving Special Technical Operations (STO) Special Access Programs (SAP) and programs with Special Access Required (SAR) Sensitive Compartmented Information (SCI) and other classified program issues for MARCENT.
- Assist the MARCENT STO Chief with the maintenance of MARCENTs STO and SAP facility.
- Ensure that MARCENT maintains STO/SAP/SAR/SCI accreditation to support the commanders mission.
- Conduct periodic quality control review to determine whether the analytical and decisionmaking processes comply with regulatory directives and the MARCENT STO/SAP facility maintains a degree of flexibility as required by the commander.
- Facilitate the screening initial training and periodic retraining of approximately 30 personnel for SAP access.
EDUCATION - HS diploma or equivalent required.
EXPERIENCE - Minimum ten years of military experience.
- Extensive experience in IO planning and analysis including Military Information Support Operations (MISO) Electronic Warfare (EW) Offensive Cyberspace Operations Military Deception (MILDEC) and Special Technical Operations (STO).
- Demonstrated SME in IO and related fields with a solid understanding of nonlethal targeting and interagency coordination.
- Background in supporting the development of Component supporting plans for Combatant Command OPLANs and CONPLANs ensuring IO equities are reflected in plans.
- Experience in facilitating training for personnel with SAP access and conducting quality control reviews to ensure compliance with regulatory directives.
CORE SKILLS/COMPETENCIES Required Knowledge Skills and Abilities - Indepth knowledge and experience with STO Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) including facility maintenance and accreditation.
- Proficiency in supporting the development and analysis of contingency joint bilateral and multilateral plans ensuring the integration of IO equities.
- Advanced proficiency with groupware applications (SharePoint MS Teams) and the Microsoft Office suite (Word Power Point Excel etc. desired.
- Strong written and verbal communication skills desired.
WORKING CONDITIONS - Required to sit for extended periods of time and maintain focus.
SPECIAL POSITION NOTATIONS - Travel is required.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid drivers license current automobile insurance and a driving record that is acceptable to the companys auto insurance provider.
SECURITY CLEARANCE - A TS/SCI clearance is required for this position.
