What distinguishes the incumbent from level I to level III is the level of supervision required independent judgement used complexity of duties proficiency in problem solving impact of errors wider range of experience and specialized knowledge. Level I is entry level for gaining the required skills and experience to advance through the Purchasing Assistants career ladder. Level III may be expected to train others.
Key Responsibilities and Essential Functions
Reviews purchasing requests and documents received from end users for completeness and accuracy of provided information necessary for the purchasing procedure and to ensure compliance with established Laboratory procurement policies and procedures as well as local state and federal guidelines. Prioritizes requests. Determines method to process requisition based on cost time constraints competitive bidding following established Laboratory procurement policies and procedures as well as local state and federal guidelines Places orders to vendors including orders for controlled substances prescription and radioactive items. Confirms prices availability and delivery.
Updates purchase orders in computer system with a high degree of accuracy. Maintains records of supplies amounts ordered and received and actual sales records on items and vendors.
Follows up on orders ensuring that materials and services are delivered on promised dates.
Interacts with vendors and end users to coordinate facilitate and resolve daytoday procurement issues. Coordinates oncampus vendor shows.
Provides routine advice and support to end users on procurement process and documentation issues; may provide assistance in user training and problem resolution.
Seeks new sources of supplies for materials and services and secures terms favorable for the Laboratory.
Performs other duties as required such as schedules maintenance and services on equipment adjusts grant encumbrances and rolls into next year maintains catalog library and filing. Assist in the operation of a maintenance stock room/receiving dock.
Knowledge Skills and Abilities
Professional Certification from a Recognized Materials Handling or Purchasing Association preferred.
Ability to draw solutions from a wider range of experience.
Ability to adapt methods to solve complex problems.
Greater proficiency at solving complex problems in a timely manner.
Demonstrated ability to guide and train others.
Ability to negotiate for the best price and service while operating within the Laboratorys procurement policies and procedures.
May be requested to assist in the operation of a maintenance stock room/receiving dock in these circumstances the incumbent should be able to lift a minimum of 50 pounds.
Proven ability to organize time effectively and work under time constraints meet deadlines and prioritize work.
Demonstrated the ability to take over special projects and follow through to completion.
Ability to perform basic information research and compile reports.
Ability to give guidance and train others.
Effective interpersonal relations skills sufficient to permit incumbent to effectively work with a wide variety of people and personalities representing both internal customers and external suppliers. Must be able to present oneself in a positive manner through appearance attitude and behavior.
Excellent organizational skills and demonstrated ability to manage details.
Ability to perform data entry with a high degree of accuracy.
Ability to gather data compile information and prepare reports.
Ability to communicate effectively with others verbally and in writing.
Ability to operate computer hardware and software applications that would normally be encountered in a business setting.
