The Quality Standards program is currently seeking a Lead who is responsible for leading the development of and supporting the dissemination and implementation of provincial clinical and quality standards. The Lead is also responsible for leading and supporting other projects related to the quality portfolio. Quality standards are concise sets of evidencebased statements that inform clinicians and patients what highqualitycare looks like for areas where there are gaps orvariation in care; focusing on priority areas for improvement. For each quality standard the Lead will apply strong research and analytical skills to compile critique and interpret information from clinical practice guidelines and health technology assessments. For other quality projects the Lead will apply research analytical coordination and collaboration skills to execute the deliverables. Reporting to the Manager Clinical and Quality Standards the Lead will collaborate with fellow colleagues in the program and across Ontario Health external clinical experts patients caregivers and other stakeholders to identify priority areas for improvement associated quality indicators and develop dissemination and implementation plans.
Here is what you will be doing:
Provides leadership in the use of evidence to determine what constitutes optimal care for a specific diagnosis service area or health system issue and provides guidance on important areas for quality improvement related to each topic area
As the main point of contact for each project uses collaborative leadership to develop quality standards and support the dissemination and implementation of quality standards on time and on target
Plays a leadership role in terms of content process and methods in the development and implementation of quality standards and related activities across Ontario Health and externally
Analysis
Serves as an expert resource on evidence synthesis guideline appraisal and the analysis of different sources of information related to a broad spectrum of health care topics
Becomes a subject matter expert who liaises and works with clinical experts and other stakeholders to define key priority areas related to each topic area selected for quality standard or quality project development
Uses critical appraisal tools and rigorous methods to evaluate available guidelines related to the topic area
Conducts quantitative and/or qualitative analyses of other sources of guidance and information related to the topic area
Collaborates with Ontario Healths measurement and reporting experts to select relevant indicators for measurement
Works with experts and available information to identify and assess Ontario health system barriers and challenges to health system quality improvement and develops strategies to support uptake and implementation
Works with internal and external partners to advance health equity inclusion diversity and antiracism at Ontario Health and across the health system
Works with Ontario Health colleagues to evaluate redesign and implement changes to processes and methods used in the Quality Standards program in order to improve the quality and efficiency of the program
Coordination/Collaboration
Collaborates with Ontario Health colleagues to support and execute activities related to the quality standard program and content for example in the areas of measurement and reporting health equity or other priority areas
Collaborates with the operations performance and communications teams to:
Lead the selection of experts including clinicians service providers patients and caregivers to assist with developing disseminating and implementing quality standards or other quality projects
Lead the planning and of calls for consultation and input on draft content
Summarize analyze and assist with the preparation of documents and presentation material
Develop final quality standards or related quality products that are suitable for a variety of audiences (i.e. clinicians service providers public patients)
Develop other tools and products related to the quality standard and to support its implementation
Collaborates with Senior Specialist Quality Improvement to:
Engage external stakeholders in supporting the dissemination of quality standards
Leverage existing internal and external processes and system platforms to support uptake of quality standards
Develop dissemination and implementation plans and strategies for quality standards
Collaborates with the provincial equity diversity inclusion and antiracism teams to:
Develop monitor and report on equityrelated quality standards
Establish relationships with internal and external partners to advise on the development dissemination and support implementation of quality standards
Relationship Management:
Functions as an Ontario Health ambassador both formally (e.g. working with clinical experts patients and caregivers regional and local stakeholders at committee meetings) and informally through daytoday interactions
Develops and maintains strong relationships with colleagues within the team across Ontario Health portfolios and externally to understand best practices issues and research needs; share information; and provide assistance in understanding methodologies and results
Demonstrates leadership and integrity in interactions with internal and external stakeholders. Builds trust with stakeholders through honesty integrity professionalism and accountability
Collaborates with internal colleagues to ensure quality standards and other quality products are delivered ontime and on budget
Develops and maintains strong internal and external relationships with associations partners and key stakeholders to remain current on best practices priorities emerging issues and trends
Here is what you will need to be successful:
Education and Experience
A masters degree in health policy health sciences health administration or a related field of study
A minimum of 5 years of experience in:
Research methods appraising evidence and knowledge of the Canadian health care system
Supporting quality improvement and implementation initiatives
Or equivalent combination of education clinical and leadership experience in health care
Clinical experience as a regulated health professional is an asset
Knowledge and Skills
A strong understanding of Ontarios health care system including gaps between actual and ideal care reasons for these gaps and potential mechanisms available to address them
A strong understanding of health equity including the social determinants of health and their impacts on health outcomes for different populations
Excellent interpersonal and relationshipbuilding skills with demonstrated experience engaging and building relationships and consensus among diverse stakeholders and engagement with patients and caregivers
Proven ability to establish positive working relationships; and must be teamoriented possess a positive attitude and work well with a broad network of teams individuals and stakeholders
Ability to develop and deliver presentations and facilitate meeting discussions confidently with a variety of audiences
A novel thinker who enjoys generating and exploring innovative ideas and solutions
Strong attention to detail to ensure accuracy
Demonstrated initiative and independence to take appropriate action and anticipate organizational needs
Ability to problem solve seek and weigh opinions and evidence to develop practical solutions to a wide range of complex crossdisciplinary problems and issues compromising where necessary on ways and means but not on principles or goals
Ability to work effectively with colleagues stakeholders and the public from different disciplines with varying degrees of technical experience
Capacity to work effectively in a rapidpace work environment
Project management skills and the ability to complete tasks in a timely manner with highquality results
Excellent computer skills including proficiency in use of Microsoft Office and virtual meeting platforms (e.g. Word PowerPoint MS Teams Zoom)
Completion of equity diversity inclusion and antiracism training
