Scope Physical security consulting personnel at five FPS locations throughout the United States (see the place of performance information below) who will provide subject matter expertise on a broad range of physical securityrelated matters for both internal and external stakeholders.

Physical Security Consultant Qualifications
The contractor shall provide personnel with extensive knowledge of the Interagency Security Committee (ISC) Physical Security Criteria (PSC) Design Basis Threat (DBT) ISC Standard for Facility Security Committees and determination for Facility Security Level (FSL).
The contractor shall provide personnel knowledgeable in physical security policies directives guidelines and training methods impacting civil military and intelligence agencies in an extensive variety of physical security program areas.
The contractor shall also assist FPS personnel in developing and maintaining security measures for internal and external stakeholders with an emphasis on work resulting from Facility Security Committees (FSC) meetings facility site visits inspections and securityrelated working groups.
Position Description
Description: The Physical Security Consultant shall provide assistance as a subject matter expert (SME) in relation to physical security systems countermeasures standards risk methodology and assessment management and complexities related to physical security systems design implementation and management.
The contractor shall provide technical information to regional law enforcement / security personnel regarding the application of Interagency Security Committee (ISC) standards and best practices civil and military emerging security technologies and industry standards and best practices.
Duties Include: Working with personnel regarding the security design projects and project reviews ensuring project specifications are compatible with existing internal FPS technologies. Assisting management with the coordination of meeting activities including: taking meeting minutes and action items and drafting agendas Supporting liaison activities with internal and external stakeholders to identify resolve and mitigate programming issues nuisance alarms and security system concerns. Reviewing and making recommendations on security policies procedures and standards for physical security systems implementation maintenance repair and life cycle management. Providing input relating to the National Infrastructure Protection Plan (NIPP) Sector Specific Plan (SSP) and NPPD/FPS policy and directives related to physical security programs. Providing technical advice to FPS personnel as a functional subject matter expert (SME) for physical security programs and security countermeasure planning and implementation. Advising management officials on physical security related matters and communicates with FPS HQ regarding physical security policies guidelines and initiatives. Providing detailed input regarding: Access control: Electronic mechanical and policy related Alarm systems: Intrusion and duress Barrier systems: Rated and nonrated applications Communication systems: Electronic physical and policy related Force Protection: Post type and duties Screening systems: Xray and magnetometer Surveillance systems: CCTV and lighting Chemical Biological and Radiological Risk Mitigation: Risk avoidance and reduction. Assisting with regional facility inventory management and countermeasure repair and maintenance program audits. Assists with audits of Facility Security Assessments (FSA) that will be presented to senior management; as it relates to workforce efficiency and training needs. Assists with the review of security countermeasure recommendations as well as projects related to new facility construction and/or major renovation. Assists in countermeasure recommendations to provide the greatest level of operational efficiency in a layered approach to risk mitigation. Assists FPS to establish and maintain positive working relationships with stakeholders including agency officials designated security personnel and other government officials as necessary. Consult with seniorlevel staff working on plans independently organize tracking of work and projects and develop complex security processes and countermeasures that are suitable for implementation. Educational Requirements: Bachelors degree required; Masters degree desired. Must be certified in the American Society of Industrial Security (ASIS) Certified Protection Professional (CPP) program. American Society of Industrial Security (ASIS) Physical Security Professional (PSP) certification is desired. Experience: At least ten 10 years of professional experience. Experience shall be in the following areas: Risk assessment and management programs and associated methodologies to assist in the development of FPS risk assessments tools to include knowledge of adhoc reports security officer post inspections and facility inventory management. Management methodologies relating to facility information input and reporting of FPS activities and review and input on national and regional policies and resource information. AutoCAD or related software in the development and review of facility project drawings related to security countermeasure projects. Software programs and communication protocols used in the programming and management of security systems. Programming and maintenance of CCTV systems including camera configuration recording frame rates system schedules and network configuration for DVRs NVRs and IP cameras. Electronic Access Control (EAC) system programming and system management to include device configuration system schedules user groups and access rights in a network environment. Computer programs and applications to include Microsoft Excel Power Point Access photo editing tools and the ability to manage data and files on a network environment. Experience conducting FSA(s) Measures of Effectiveness (MOE) testing and security countermeasure design and implementation. Experience in the recommendation planning integration and implementation of physical security countermeasures. Experience with continuity of operations planning (COOP) and risk management principles and guidelines. Possess a current working knowledge of global security systems and technologies to assist FPS to recommend the most relevant and current systems to implement a comprehensive critical infrastructure security plan. Expertise includes the installation of multilayered/integrated security systems which include physical access control systems as defined by HSPD12 and FIPS 201 for intrusion detection systems (or similar central station alarm monitoring center) CCTV system design (to include IP and megapixel technology) security integration and systems protocols communication and information technology systems security force management screening devices and equipment rated and nonrated barrier systems and other countermeasures as defined in the ISC/PSC. Ability to communicate effectively both verbal and written to organize and present data reports and financial considerations in a clear concise and professional manner. Ability to interact efficiently and effectively with various personalities in diverse organizational cultures.
