Job Summary: |
This position is responsible for the processing expediting and approving/rejecting surface water right applications and claims. Responsible for ensuring surface water right applications and claims adhere to Department policies rules procedures and State and Federal statutes and rules.
A hybrid work schedule (some work in the office and some work from home) is available for this position. The State of Arizona promotes a work culture that offers flexibility autonomy and trust. Many employees participate in the States Remote Work Program allowing them to work remotely in their homes in offices or in hoteling spaces. All work including remote work must be performed within Arizona unless an exception is authorized in advance.
Job Duties: |
The person in this position will assist with researching compiling analyzing interpreting and integrating water resource management data through a variety of sources and other program areas. Will assist in the responsibilities of participating in complex interdepartmental projects that require multidisciplinary expertise. This includes investigating and resolving water resource management issues of a complex sensitive and visible nature and assist in the preparation of reports with recommendations that may impact multiple water resource management program areas.
Additionally this position is responsible for assisting in the development and maintenance of Department databases and in the development maintenance updating imaging and preserving of Department records and Handing state funds in a proper manner.
Knowledge Skills & Abilities (KSAs): |
Knowledge of:
- Department policies and procedures;
- State surface water statutes rules and direction regarding managing the States water resources including current and proposed management plans; and Federal water resource management laws and regulations.
- Information sources research methods and techniques utilized in water resource management
- The behavior and occurrence of water in nature.
- The historical governmental involvement with water supply water usage and water resource management
- Information sources and research methods and techniques utilized in water resources management.
- Principles of physical geography hydrology and/or hydrogeology.
Skills in:
- Preparing and analyzing technical and administrative reports statements and correspondence.
- Using a variety of software applications and databases to organize/analyze/interpret water resource management data.
- Researching maps reports and documents gathering information necessary to evaluate and process applications and generate reports.
- Assist with establishing and maintaining effective working relationships with stakeholders including agency staff governmental officials the regulated community and the public.
- Written and oral communications with both individuals and groups.
- Problem identification and analysis in addition to problem solving techniques.
- Analyzing and interpreting water resource management data including imagery.
- Preparing maps and drawings based on field data aerial photography analysis land surveys inspections field work etc.
- Process improvement and lean practices
Ability to:
- Assist in analyze a situation identify problem areas propose solutions and assist in the implementing solutions.
- Independently gather appropriate information from documents or through content knowledge experts to support the decisionmaking process.
- Handle State funds in a proper manner.
- Apply Techniques to study water resource management issues impacting the State of Arizona.
- Understand and effectively interpret and communicate complex statutes and Department rules policies and procedures.
- Research compile analyze interpret and integrate water resources management data.
- Work effectively with individuals within and outside of the agency; ability to maintain a customer services orientation through interactions with clients consultants agency staff and others.
- Collaborate with other sections and the Legal Division staff.
- Perform data entry and write technical reports.

PreEmployment Requirements: |
The preferred candidate should have:
Water Resources Specialist 2:Four 4 years of professional level water resource management experience OR Bachelors degree and two 2 years OR Masters degree in a related field
Water Resources Specialist 3:Seven 7 years of professional level water resource management experience OR Bachelors degree and five 5 years OR Masters degree and three 3 years OR PhD and one 1 year
