DES is seeking an experienced and highly motivated individual to join our team as a State Licensing Surveyor. This position is responsible for monitoring the compliance of and providing technical assistance support and resources to the Licensed Centers and Group Homes that have entered into a Child Care Provider Registration Agreement (PRA) with Department of Economic Security (DES) Division of Child Care (DCC) to enroll and receive payment for children authorized for DES child care subsidy through the Child Care and Development Fund (CCDF). The position covers a large geographical area that requires travel to meet with and conduct onsite monitoring visits with the Licensed Centers and Group Homes. Licensed Centers and Group Homes include providers licensed and certified by DHS tribes located in Arizona and the United States Military. Due to the needs of the business some inoffice requirements will be needed for this position.

This position may be available for remote work within Arizona 3 days per week in the office/hoteling.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Essential Duties and Responsibilities include but are not limited to:

Review applications for approval or denial of the PRA by conducting a thorough risk assessment of provider eligibility following policy regulations federal law statutes and procedures. Conduct EIN provider clearance and corporation commission verifications. Assess training needs based on provider noncompliance through corrective action and provide resources information and technical assistance. Manage the change of ownership/change of corporations. Complete PRA amendments if applicable and review and enter Quality First star rating rate changes and special needs rates in the AZCCATS system. Maintain caseload updates and send all staff notifications on all provider changes.
Responsible for collaborating with the Department of Health Services including but not limited to sending provider complaints consulting/collaborating on various provider cases and entering all changes to license capacity ownership group size requirement and ratio compliance; and recommending appropriate action for termination of provider contract according to policy
Conduct ongoing monitoring visits to ensure compliance with the following: health and safety expulsion prevention training and ongoing annual training; supervision of children in care; compliance with the Child Care Provider Registration Agreement (PRA); issue corrective action plans when the provider is out of compliance; responsible for monthly monitoring of billing documents and compliance with program policy regulations; review forms for contract compliance; provide technical assistance for payment and contractual obligations; and review provider criminal background check completion.
Responsible for collecting and requesting provider documentation for desk audits and the Office of Inspector General (OIG) investigations; assess and document provider overpayments in a timely manner.
Responsible for special work assignments as required by supervisor including but not limited to community outreach liaison to contracted agencies and Department representative at community meetings and advisory boards.
Responsible for adhering to guidelines related to provider training requirements ensuring providers training classes are oriented to developmentally appropriate practices or business related to service provision and the expenditures of state and federal funds. Responsible for responding to calls from providers clients other agencies and community services for problemsolving and information dissemination in a timely manner and providing exceptional customer service.
Responsible for researching and preparing case histories to file in an electronic file for future reference. Operate multiple automated computer systems for approval of provider contract; input update and retrieve confidential information; facilitate communication regarding criteria for services provided to compile data and complete monthly reports.

Knowledge of:
Department policy and state statutes federal law and rules pertaining to multiple child care programs including Department of Health Services Arizona Department of Education First Things First other DES programs tribal programs military programs early childhood community programs and/or other resources which may be of help to families and/or child care providers
Methods/techniques used for effective case management including time management priority setting policy controls contract compliance and recordkeeping techniques
Other cultures and diverse populations including awareness and acceptance of diverse value systems and how to work with clients from a variety of cultures and diverse backgrounds in a professional and helpful manner
Early childhood development ageappropriate activities appropriate disciplinary and behavior management methods and effective environments to promote development and early learning
Effective techniques necessary to conduct onsite monitoring visits
Basic health and safety sanitation and requirements for early childhood and/or family settings

Skills In:
Effective outreach and recruitment resource and information sharing customer service and planning and organizing case management activities
Establish and maintain caseloads scheduling and prioritizing daily activities to meet policy guidelines specific to program eligibility
Professional skills for successful interaction and deescalating angry hostile or emotionally distraught clients
Strong and effective listening skills
Written and oral communication
Giving oral presentations before community groups and departmental groups as required and when representing the Department in fair hearings
Google Suite Microsoft Products and basic software applications

Employee shall have a valid Level One Arizona Fingerprint Clearance Card issued pursuant to Arizona Revised Statute 412758.07 in order to work with children or vulnerable adults.
Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8804 and the Adult Protective Services Registry pursuant to A.R.S. 46459.
Instate travel is required. Drivers License Requirements Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
Successfully pass background and reference checks; employment is contingent upon completion of the abovementioned process and the agencys ability to reasonably accommodate any restrictions.
