Financial Markets (FM) is the Banks gateway to the professional markets around the world. Our primary function is to service the needs of INGs clients with products services and guidance. FM aims to be a significant player in our market leader and challenger markets with an additional presence in all the major international markets and specialist expertise in selected emerging markets and products.
ING Financial Markets Center of Expertise (CoE) Regulatory acts as the Financial Markets front office single point of access for all the regulatory programs. The CoE will take ownership of our regulatory deliverables ensures adequate together with the main stakeholders take a proactive role in identifying regulations which may tangibly impact FM (Financial Markets) maintain and extend relationships with all relevant stakeholders and remain up to date with any new regulations.
Furthermore the CoE is resposible for managing the nonfinancial risk environment from a first line perspective in close contact with all relevant stakeholders in all 3 lines of defence.
The CoE is currently organised around 4 main pillars as follows:
- 1. Regulatory Outlook and advice (including external advocacy)
- 2. Regulatory Deliverables (both external and internal)
- 3. NonFinancial Risk and Control
- 4. Data management
The Role
We are looking for a Regulation & NonFinancial Risk Vice President to join the UK FM CoE Regulation and NonFinanical Risk team.
- You will take the lead on UK FM regulatory horizon scanning and preliminary impact analysis. You will present outcomes during weekly team meetings for further review ahead of the Head of Regulation and NFRs subsequent discussions with Legal UK FM CoE business unit and support function stakeholders and collaborate with the Head of Regulation and NFR in providing advice on corresponding regulatory implementation projects.
- With a clear understanding of the UK FM business and its UK regulatory obligations (and alignment with EU equivalents) you will be required to interpret emerging UK regulatory developments in the context of the UK FM business and address related NonFinancial Risk management elements.
- You will support the Head of Regulation and NonFinancial Risk in ensuring evolving UK regulatory obligations are adequately prioritized amongst competing projects and deliveries and in addition ensuring that the UK FM business operates within acceptable levels risk tolerance and adheres to regulatory parameters.
- You will support the Head of Regulation and NonFinancial Risk in interpreting regulatory developments and in acting as a partner to the UK FM business by providing regulatory support insights and advice continuously improving your regulatory knowledge and where necessary acting as a regulatory advocacy representative through industry bodies (including AFME UK Finance and ICMA).
- You will support the UK FM Regulation and NonFinancial Risk teams identification challenge and escalation of potential misconduct relating to Sales & Trading activities as well as potentially unusual or unauthorised (rogue) trading activities in accordance with the teams Conduct Risk and Front Office Supervision Framework.
- You will support the UK FM business lines to operate within acceptable levels of risk tolerance adhere to regulatory parameters and in addition contribute to the strengthening of the Financial Markets Process Control Standards Framework.
Your Profile
- Educated to degree level with 6 Years experience in Front Office Financial Markets and ideally a professional qualification in the Legal Regulatory Compliance Accounting or Consulting fields.
- A clear understanding of the UK regulatory and legislative obligations applicable to UK Wholesale Banking including but not limited to the Financial Services and Markets Act the FCA Handbook the PRA Rulebook HM Treasury and www.legislation.
- A proactive selfmotivated persuasive and driven professional who is comfortable working as part of a multidisciplinary crossborder team.
- A naturally collaborative professional who listens invests in others to achieve common goals challenges the status quo and is eager to propose creative solutions to problems.
- Strong analytical and communication skills and experience in managing conduct risk and nonfinancial risk.
- A trustworthy team player with strong communication and presentation skills (telling selling) across different disciplines and levels of seniority.
