Job Description

FINANCE AND ADMINISTRATION (F&A) DIRECTOR


FULLTIME SILVER SPRING MD


PanagoraGroup a woman and employeeowned small business providing novel and integrated solutions in global health and international development provides long and shortterm technical experts to support strategic engagement advocacy and knowledge management and communications (KMC) activities through strategic planning implementation and capacity building.


USAIDs Next Generation Global Health Supply Chain Suite of Programs (NextGen) ensures quality procurement and delivery of health commodities through robust global and local supply chains while strengthening incountry supply chains. Within this global initiative the Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ will strengthen local supply chain systems increase the availability of qualityassured essential health commodities and strengthen local pharmaceutical management capacity. Within Comprehensive TA certain crosscutting support services have been reserved for small business IDIQ holders including Panagora in the areas of monitoring evaluation and learning (MEL) knowledge management and communications (KMC) and coordination.


Panagora Group seeks a Finance and Administration Director to be proposed as part of an anticipated task order under the NextGen Comprehensive TA IDIQ award. Reporting to the Project Director the F&A Director will oversee the daytoday operations financial management and reporting of the task order specifically all aspects of budget and financial management and reporting along with oversight of task order operations.



Duties and Responsibilities:

  • Serving as the overall lead for all financial and administrative (F&A) aspects of the task order including accounting finance invoicing procurement and other F&A functions as required by the contract.
  • Works directly with the Project Director to ensure full compliance in accordance with USAID rules and regulations functioning of financial processes as well as maintaining internal controls for all activities.
  • Establishes procedures for stewardship of financial operations including accounting banking payroll subcontracting procurement etc.
  • Supervises finance and operations staff and provides guidance and direction to staff members through performance planning development and evaluation processes.
  • Manages recruitment including salary negotiations hiring and identifying and mobilizing long and shortterm technical assistance.
  • Oversees and manages the development establishment and adherence to standard operating procedures.
  • Ensures compliance related to USAID rules and regulations regarding financial management recordkeeping operational systems and other policies.
  • Monitors project budget performance and expenditures reporting routinely on programmatic achievements and financial management indicators internally and to USAID.
  • Reviews monthly forecasts and financial reports with finance teamsacross countries as applicable.
  • Ensures the accuracy of financial reporting tracks project spending against annual work plans and prepares reports to both USAID and the Project Director.
  • Implements and manages all country financial policies in compliance with Panagora policies client policies and local laws as applicable.
  • Assists with external or internal audits as necessary.
  • Provide direction and support on event management.
  • Perform other appropriate tasks that support the overall project as assigned by the Project Director or his/her designee.

Requirements

Qualifications:

  • Bachelors degree in finance (or relevant area: management public administration health policy economics business) or other similar discipline with 15 years of relevant work experience; or masters degree with 12 years of relevant work experience.
  • Minimum of 12 years of experience in financial and operations management for large donorfunded development projects.
  • Experience managing donorfunded subawards and subcontractors and procurements.
  • Knowledge of U.S. Government financial and procurement rules and regulations.
  • Experience in risk management and implementation of internal controls.
  • Demonstrated capacity to support financial management or general ledger system with proven attention to detail with accuracy and reliability as keydriversof success.
  • Knowledge of regulatory contractual legal and financial compliance requirements associated with USAID funding.
  • Strong knowledge of working on MS Excel CostPoint and other accounting software.
  • Ability to meet deadlines multitask and adapt to frequently changing priorities.
  • Excellent interpersonal and strong relationship building skills.
  • Excellent written/oral communication and presentation skills.
  • English ; proficiency in one or more foreign languages preferred.
