Description:

  • Demonstrates indepth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology.
  • Demonstrates ability to define comprehensive new or unique research approaches that enable rigorous assessments to address and contribute to highlevel tasks.
  • Demonstrates indepth analysis of analytic operations and knowledge management issues across organizational and intraIC boundaries and clearly articulates key findings.
  • Demonstrates ability to work independently and with minimal oversight.
  • Demonstrates ability to review analytic products for cogent arguments tradecraft standards and adequate support for conclusions; routinely tests analytic rigor of analytic products.
  • Shall possess and maintain the ability to gather and analyze information to produce finished intelligence to support U.S. and foreign Coalition partners and allied clients internal and external to USCENTCOM As part of JICCENTs Production Branchs Daily Production and Client Support Team (includes Technical Editors Readbook Support and Write for Release).
  • Shall perform tasks and actions necessary to enable and facilitate the timely production and dissemination of finished intelligence products.
  • Shall support the Write for Release function and produce releasable versions of JICCENTs finished intelligence products to ensure maximum utility to support intelligence sharing with the broadest audience possible per Government regulations and guidance.
  • Shall create tailored releasable products for USCENTCOMs Coalition partners and allies to support CCJ22 partner sharing and engagement requirements.
  • Shall work closely with USCENTCOM FDO and maintain currency on all foreign intelligence sharing policies across a nonU.S. audience.
  • Shall track releasable output and provide metrics weekly to update government leadership.
  • Shall independently produce current allsource intelligence analyses to assess interpret forecast and explain a range of regional or functional national security issues and developments in the USCENTCOM AOR and AOI states and actors.
  • Provides allsource analytic support to collections operations investigations and other defense intelligence analytic requirements.
  • Applies pattern analysis to large data sets.
  • Produces IC coordinated allsource intelligence products on nonstate actors such as and insurgency groups and their activities worldwide. Includes but is not limited to identifying exposing and exploiting /insurgent planning operations and vulnerabilities.
  • Conducts allsource analysis of foreign state and nonstate actors in support of U.S. counter proliferation efforts. Produces analytic assessments for the IC DoD and other U.S. and allied government agencies and coalition forces on counter proliferation.
  • Shall have and maintain the ability to conduct allsource analysis of the USCENTCOM AOR and USCENTCOM Areas of Interest (AOI) (as defined by the Unified Command Plan).
  • AllSource shall have and maintain the ability to gather and analyze information and provide recommendations necessary for the Government to produce disseminate and apply intelligence products in the following subject areas: Political/Military Terrorism Weapons of Mass Destruction with a geographic focus on transnational issues.
  • Shall have and maintain the ability to conduct research identify trends gather and analyze information provide indications and warning conduct Joint Intelligence and Operations Center (JIOC) Watch duties and provide publishable written intelligence products and briefings in the following subject areas: GeoPolitical Military Capabilities Terrorism Cyberspace Human Terrain/SocioCultural Geospatial Intelligence Weapons of Mass Destruction Energy/Environmental Ballistic Missiles and Compromise Mitigation Support with a geographic focus on Afghanistan Pakistan and the Central Asian States (Kyrgyzstan Tajikistan Turkmenistan and Uzbekistan) as well as Russian and Chinese activities affecting strategic competition in the USCENTCOM AOR.
  • Shall provide technical experts to enhance intelligence community (IC) wide coordination between Analysts Planners Targeting Officers and Collectors to aid the development of hard target programs/activities in support of the US Central Command (CENTCOM). The technical experts will work closely with the IC to integrate and synchronize Hard Target Defeat requirements. The technical expert will also prepare briefings and write correspondence for General Officer/Flag Officer/Senior Executive Service consumption and/or signatures. The analyst will coordinate with CENTCOM intelligence operational and planning elements to ensure program objectives and requirements are incorporated into CENTCOM operational plans and orders and provide feedback to the command and program managers regarding program achievement of CENTCOM objectives.
  • Shall meet timesensitive/routine internal and external RFIs requiring OSINT collection/reporting for the Central Region and closehold requirements.
  • Demonstrate value of OSINT through a quality focused and relevant product line.
  • Engage with community OSINT representatives to maximize support to analytical processes.
  • Respond to surge requirements as required. Contractor will engage with collection managers to make certain they are submitting requirements into OSCAR so valid CENTCOM requirements are documented.
  • Support programmatic actions to field develop and sustain CENTCOM OSINT tools/technology. Play active role as appropriate in shaping systems/applications development for IC enterprise.
  • Train and educate allsource analysts on OSINT systems.
  • Represent CENTCOM OSINT interests in meetings working groups and conferences at the COCOM agency service and national level over this evaluation period.
  • Effectively engage with J2 analysts branch analysts leadership Open Source Enterprise and other IC mission partners regarding satisfaction of intelligence requirements and analytical collaboration. Promote OSINT awareness to COCOM action officers and leadership.


Requirements

Desired experience:

  • Minimum 3 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.

Desired education:

  • Desired bachelors degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. An additional 4 years of experience in the specific labor category for a total of 7 years of experience in the specific labor category may be substituted for a Bachelors degree.

Security Clearance:

  • Security clearance required TS/SCI.
