Job Description

Working Title: Human Resources Assistant
Program: Human Resources
Report to: Talent Acquisition Partner
Pay Range: $24.7127.81/hour

Location: Onsite The Dalles Oregon (Subject to work in Hood River Wasco and Sherman County)
Hours/FTE: MF 8.30 am5 pm 1 FTE 37.5 hours)
FSLA Status: NonExempt


The HR Assistant is responsible to perform a variety of technical and administrative support functions in human resources. This includes recruitment and selection onboarding managing and maintaining personnelrelated documents and files and maintaining worker database and electronic learning system.

MidColumbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both traumainformed and recoveryoriented to persons / consumers with mental illness and addictions. Traumainformed care includes safety choice collaboration trustworthiness and empowerment for both clients and staff. MCCFL serves Hood River Wasco and Sherman Counties and utilizes a consumerinvolved consumerengaged and consumerdriven model. MCCFL provides a wholeperson care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit intensive case management ongoing counseling community support supported employment jail diversion hospital discharges hearings and more.

What youll need:
Any qualifying combination of education licensure and experience that demonstrates the ability to perform the duties of the position is qualifying. This would typically include:
  • Requires a high school diploma or GED and two 02 years experience in human resource management accounting business administration or related field;
  • Associates degree in business or related field and one 01 year of experience in human resource management accounting business administration or related field; or equivalent combination of education and experience
  • Must possess a valid Oregon or Washington Drivers license for infrequent local travel between locations and to attend required meetings and/or trainings or possess an alternate means of reliable transportation.
What youll do:
The following list represents the essential responsibilities (functions) of the position. It does not however represent all of the duties the position will be asked to perform.
  • Serve as first contact in the HR Office. Provide assistance to Agency workers and the general public; refer issues outside of the scope of position to the HR Manager.
  • Coordinate overall recruitment function to include:
    • May compose job postings and other recruitment materials as directed.
    • Place advertisements via print internet media and other identified sources;
    • Receive and screen applications and maintain all associated records.
    • Schedule and coordinate interviews.
    • Provide information to the public regarding open positions.
  • Conduct preemployment activities to include:
    • Conduct reference checks.
    • Prepare offer letters as directed.
    • Ensure that employment materials have been received and other preemployment functions (e.g. degree verification drug screening CRIMS checks) are initiated and/or completed.
    • Serve as primary contact for new workers regarding all HR and benefitrelated matters.
  • Prepare and process personnel action forms and documentation related to changes in employee status and pay.
  • Prepare onboarding materials; participate in newhire orientation.
  • Create personnel files for new hires. Coordinate with the file clerk to maintain personnel files to ensure compliance with state and federal laws; maintain volunteer/intern records.
  • Update and maintain information in HR databases; ensure that information is current and accurate.
  • Update and maintain reports to track compliance with federal subcontractors grants and CCOs. Ensure accuracy of position control and other employee reports.
  • Serve as subject expert in the use of the Relias Elearning System:
    • Assign usernames and passwords.
    • Assist workers with issues related to the system.
    • Prepare reports related to system use.
    • Add external training materials to the system as requested.
  • Provide support in the area of benefit administration:
    • Communicate external benefit systems updates to employees and update provider system in employee enrollment changes as needed.
    • Ensure that new hires have enrolled in external benefit systems including health insurance and health savings account enrollment.
  • Participate and/or assist in the development of special projects as assigned.
  • Notify supervisors and managers of upcoming performance evaluations; monitor receipt; and followup on late evaluations.
  • Monitor staff credentialing; verify licensure and degrees; notify staff of credential expiration.
  • Prepare a variety of HR and benefitrelated reports data and documentation as requested.
  • Maintain and track distribution of building keys.
  • Reconcile invoices for HR expenses.
  • Regular and reliable attendance; professional communication; maintaining confidentiality.
