You will be updated with latest job alerts via emailThe Health andEmergency Response Coordinator (HERC) is responsible for overseeing andcoordinating the Emergency Management Program and for the development reviewand revision of the Emergency Preparedness Plan. The Health and EmergencyResponse Coordinator serves as the liaison between the Chief and Council ChiefStrategy Officer and the Emergency Management Committee. It is theresponsibility of the Health and Emergency Response Coordinator to ensure thatadequate attention is given to all aspects of the Emergency Management Programincludingdirect and indirect support for related planning such as a Community WildfireProtection Plan Occupational Safety & Health (OSH) Communicable DiseaseEmergency Plan Business Continuity Plan(s) Comprehensive Community Plan andplanning relating to the protection of public health (Health EmergencyManagement).
2. MAJORDUTIES AND RESPONSIBILITIES
The duties of the Health& Emergency Response Coordinator include but are not limited to thefollowing:
Developor update the Nationbased allhazards Emergency Plan and develop andimplement an overall Emergency Program focussed on mitigation preparedness responseand recovery.
Developand implement a multiyear FN Emergency Plan Workplan (and update this workplan each year).
Coordinateannual assessment of local risks evaluation of mitigation projects preparingevacuation plans and other responsibilities.
Overseethe development of a Community Wildfire Protection Plan (including FireSmartand forest fuel reduction management activities).
Developand implement a multiyear Training and Exercise Plan for leadership staffand volunteers.
Produceappropriate agendas materials & summaries and arrange and facilitatemeetings of the Emergency Management Committee.
Coordinateimplementation of strategies recommended by the Emergency Management Committeeholding public awareness sessions organizing training.
Preparean annual budget based on input from the Emergency Management Committee.
Organizecommunity educationpersonal family & community emergency preparedness programs.
Collaborateand support knowledge and capacity in Health Emergency Management (protectingpublic health) with the health staff Council FNHA and others.
Promotecapacity development & community developmentwork with education economicdevelopment and employment and training to promote emergencymanagementrelated employment or contract opportunities for community members.
Writeproposals and provide administrative coordination of projects; and
Providea single point of contact for the overall Emergency Management Program and forEMBC FNHA FNESS ISC and Council. This position is also responsible forgiving presentations on the program to community members and other groups whomay request such a presentation.
Coordinatethe purchase and tracking of all equipment materials and supplies on behalfof the program.
Maintainand build relationships and liaise with KFN Chief and Council the FirstNations Health Authority (FNHA) Emergency Management BC (EMBC) and otherFirst Nations or government agencies involved in providing direct emergencyresponse/recovery or supports during a major emergency or disaster.
Conduct informal or formaldebrief sessions of emergency response as needed. Assess the effectiveness of the overallEmergency Program and report to the Chief Strategy Officer.
Grade 12 (or equivalent) isrequired; a Certificate or degree in Emergency Management is preferred; orother relevant courses training or workshops completed in emergencymanagement.
Minimum of 1 to 3 years ofpractical work experience in the emergency management arena preferably as anEmergency Response Coordinator and acquired in First Nation communityenvironments.
Other certificates and/ortraining of benefit to include Occupational Safety & Health (OSH); HealthEmergency Management; First Responder training; Incident Command System (ICS)training.
Successful completion of CriminalRecords Check is a requirement for employment in this position.
Must possess and maintain avalid BC Drivers Licence provide a satisfactory drivers abstract and have accessto a reliable vehicle as a condition of employment.
Must be willing to travelwhen necessary and work outside of normal business hours when requested(including being on call when requested).
Preference may be given toIndigenous applicants or applicants with direct experience working for FirstNations.
ii. KnowledgeSkills & Abilities
Knowledge of KFN communityculture and lands is an asset. Familiar with the living environments of the KFNmembership. Knowledge of the KFN language is an asset.
A comprehensiveunderstanding of the BC Emergency Management System is requiredincludinghazards vulnerability resiliency Best Practices and issues pertaining toFirst Nations emergency preparedness response and recovery.
A proven track record in emergencymanagementincluding the development and implementation of an EmergencyProgram EOC development & operations and community engagement.
Welldeveloped timemanagement and organizational skills; able to plan implement and follow up onnumerous tasks of varying degrees of complexity and importanceincluding understressful or challenging circumstances.
Demonstrated leadershipskills; able to foster a team approach be flexible and be adaptable toworking effectively in with diverse stakeholders KFN Departments andcommunityespecially in an activated Emergency Operations Centre.
Proficient with the officeadministrative needs associated with managing the emergency management programdatabases portals/dashboards reports budgets proposal writing and workplan development.
Excellent interpersonalskills able to develop rapport with membership KFN personnel and externalorganizations at all levels.
Proven abilities to maintainthe confidentiality of information and materials; and able to always displaysound judgment and exercise discretion.
Effective written and verbalcommunication skills. Proficiency in MS Office applications (MS Teams Word OutlookExcel PowerPoint etc..
Demonstrated sound workethics and a commitment to achieving objectives.
