Position Title: Quality Management & Commission on the Accreditation of Rehabilitation Facilities (CARF) Consultant
Classification: Contractor6 to 8 Month Duration
Pay Rate: $2530/hour based on experience
Supervised By: Director of Human Resources & Diversity Equity & Inclusion
Supervises: does not supervise others

General Responsibilities:

The Quality Management & CARF Consultant is responsible for project managing completion of all recommended action items on GWSWMIs CARF Quality Improvement Plan (QIP) in partnership with the GWSWMI team. The QIP was developed after a CARF Survey completed in May 2023 by a surveyor from CARF International. CARF Accreditation ensures social service program providers meet elevated standards of care quality and service reviewing the providers staff management practices activity choices physical environment and overall service provision.
The scope of work includes establishing quality management systems for human resources and mission services documentation such as policies procedures and confidential team member and participant information. The work will include working with department leaders to identify changes to be made and implement said changes training team members on the updates. It will be a collaborative process with the work project managed by the QM & CARF Consultant.
The QMS & CARF Consultant will work closely with the HR and Mission Services teams to build a realistic and manageable quality system allowing the agency to optimally perform. This system will include how best practices
Key Performance Indicators for this position are in development in alignment with GWSWMIs Strategic Impact Plan.
Essential Duties Responsibilities and Functions
  1. Define and establish a quality management system that:
    1. Defines processes for creation approval and maintenance (revision regular updates/review) of agency policies and procedures including how to decommission retired policies and procedures
    2. Prioritizes ease of use maximizing access for team members with and without computer access
    3. Can be feasibly overseen and maintained by GWSWMIs existing staff structure
  2. Project manage the GWSWMI CARF Quality Improvement Plan working with teams to:
    1. Accomplish all outlined recommendations within agreed upon timelines
    2. Ensure recommended solutions are feasibly maintained by the existing GWSWMI Team
Required Knowledge Skills and Abilities
  1. Knowledge of Quality Management Systems such as Internal Organization for Standardization (ISO) CARF Total Quality Management (TQM) Quality Management Systems (QMS) or Quality Function Deployment (QFD).
  2. Verbal & written communication skills
  3. Microsoft Office Suite including Work Excel and PowerPoint
  4. Visio and flowchart creation
  5. Attention to detail and quality accuracy
  6. Time Management
  7. Able to work independently as well as with a team
Education
Bachelors degree; 37 years experience working with Quality Systems such as ISO or CARF.
Physical Requirements
Document storage and retrieval may require lifting boxes of documents carrying documents from one place to another storing boxes on shelves or in file cabinets; long periods on the computer
