The Safety Security and Quality Assurance (SSQA) Divisionat Metro Transit is seeking two 2Safety and Security Base Services Liaisonsto join our Safety and Security Servicesteam to support the Rail Division.


The Safety and Security Base Services Liaison is essential for promoting and ensuring the safety and security of Metros Operations. By bridging the gap between frontline employees Transit Operations staff and the Transit Police Unit the Safety and Security Base Services Liaison facilitates effective communication and collaboration by streamlining reporting processes assisting with safety committee activities such as outreach and tabling and ensuring compliance with safety standards. This role includes organizing safety and security trainings conducting regular field visits and retrieving processing and distributing CCTV footage following chain of custody protocols.

By serving as the critical connection point in these processes the Safety and Security Base Services Liaison ensures that frontline employees are wellequipped to interact with safety and security processes and systems across Metros operations and maintains the integrity and accuracy of records provided to Base Chiefs Superintendents Transit Police SSQA Risk Management and other internal and external clients. This work directly supports Metros ability to provide faster more efficient customer service to our employees clients and community.

The Safety and Security Base Services Liaison is a Project/Program Manager II (PPM II) classification and will report to the Safety and Security Services Superintendent.


About the Safety Security & Quality Assurance Division:King County Metro Transits SSQA Division provides leadership and the highest level of support and customer focus to continuously improve Metros safety culture and security practices to best protect Metro employees patrons and the communities we serve from unintentional and intentional harm.


Recruitment Information: This recruitment will be used to fill two 2 career service Safety and Security Base Services Liaison positions. This recruitment may also generate an eligibility pool for future Career Service positions in this classification within the Safety and Security Services team valid for use up to 12 months at the discretion of the hiring authority. This recruitment is open to current King County Employees only and external candidates will not be considered at this time.

Job Duties

In this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of the work.As a Safety and Security Base Services Liaison you will also:


  • Provide consultant and informational support to internal and external customers including coordinating and engaging with various work groups entities operators and others.
  • Perform tabling to help support educate and familiarize employees with report writing and other resources.
  • Track reporting compliance for Operations employees using Security Incident Reports (SIRs) / Safety and Security Management (SSaM) reports and maintain a daily data tracker.
  • Support survey outreach and tabling efforts to gain insight from end users.
  • Streamline reporting access develop user guides and provide training and support to ensure effective use of SSaM.
  • Collaborate with SSQA Data Administrator to implement changes and provide feedback.
  • Monitor track and follow up on safety and security vulnerabilities and action items including conducting regular field visits and working with Transportation Safety & Security Administrators and Sound Transit partners to implement mitigations.
  • Organize support and actively participate in Safety and Security committee activities including events representing SSQA.
  • Work to standardize committees across all bases and facilities.
  • Develop track monitor support and evaluate projects and programs.
  • Monitor address and follow up on Security Incident Reports (SIRs) including coordinating with law enforcement risk management and operators submitting afteraction reviews and resolving lowlevel incidents.
  • Post and update safety and security materials such as base bulletins Transit Safety Journals OSHA 300 and Operations safety reports.
  • Create coordinate and support efforts to promote and advocate for safety related items information and initiatives including participation in tabling events and campaigns.
  • Assist Emergency Management in conducting building life safety audits including fire drill tracking and reporting.
  • Research and follow up on various Operators action items such as near miss locations signage in Transit centers and frequent accident locations as well as completing afteraction reports.
  • Assist in delivering safety and security orientations and trainings.
  • Assist in developing incident investigation reports including assisting the safety officer with retrieving processing and distributing CCTV videos as needed and general record management.
  • Serve as a point of contact for providing safety and security information and scheduling for items including but not limited to reporting rereads and accident review boards.
  • Coordinate support and assist Transportation Safety Administrators with various tasks such as:
    • assisting in delivery of NEOGOV trainings
    • providing supporting information regarding base needs/issues/trending topics
    • organizing and supporting campaigning for safety items
    • assisting in Facilities Inspections
    • resolving State of Good Repair Safety Reports
    • developing a new Job Hazard Analysisand performing an annual review
    • assisting with the monitoring of CAPs log compliance
    • assisting investigations of safety events including gathering and compiling relevant information
  • Perform other duties as assigned.

Altered Work Schedule: Employees will work 40 hours per week on a flexible work schedule approved by their immediate supervisor with typical work hours between 6:00 a.m. and 6:00 p.m. Monday through Friday. Employees must be willing and able to work an altered schedule including swing and graveyard shifts as needed.

Drivers Abstract Review: Applicants mustpossess a valid drivers license with acceptable fiveyear driving record (to be verified via a Drivers Abstract review prior to employment). Any of the following violations in the last five years will automatically disqualify candidates under consideration:

  • Reckless or negligent driving
  • Driving under the influence or driving while intoxicated
  • Hit and run accident citation
  • Vehicular homicide or vehicular
  • Open container citation
  • More than one atfault accident (does not include non atfault accidents)
  • Any 1 suspension for a moving violation
  • 3 or more moving violations
  • Any license suspension revocation cancellation or disqualification based on a traffic or moving violation
  • License restrictions (such as an ignition interlock device requirement)
  • Any convictions for reckless or negligent driving hit and run leaving the scene of an accident driving while under the influence of alcohol or vehicular or homicide
  • Any alcohol drug or test refusal related occurrences
  • Any other driving record incidents or occurrences that provide a reasonable basis to question the applicants ability to provide safe and public transportation


Employees must possess a Washington State drivers license within 30 days of hire.


Background Check Requirement: Where the criminal conviction relates reasonably to the fitness to perform the job duties Metro Transit has a responsibility to ensure a safe and reliable public transportation system for its passengers and its employees. The following criminal convictions may establish an impermissible nexus with positions that require interaction with the general public and/or unsupervised access to other employees or the general public and/or responsibility for the maintenance and safety of Metro Transit property:

  • Crimes of a sexual nature committed against an individual including but not limited to child molestation and unlawful sexual acts.
  • Any crime of a sexual nature that results in inclusion on the national sex offender registry.
  • Crimes involving violent or ive behavior including but not limited to manslaughter robbery battery kidnapping extortion carrying or use of a deadly weapon.

Note the nexus of prior misdemeanor and gross misdemeanor convictions related to should be evaluated carefully in light of SB 5605 Misdemeanor Vacating for .
  • Crimes involving dishonesty such as fraud embezzlement the mishandling theft and/or the misappropriation of funds or property or possession of stolen property.
  • Crimes involving serious or repeated discrimination or harassment based on race creed color religion sex gender identity disability or sexual orientation (municipal law applies in Seattle).
