Description

Seeking an early to midcareer Systems Engineer to directly support the DoD and the modernization of U.S. hypersonic test and evaluation infrastructure.

The Department of Defense (DoD) Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research develop field and maintain military systems. Recently the United States has accelerated its efforts to develop air vehicles that travel at hypersonic speeds (greater than Mach 5 or approximately 3000 miles per hour). To enable these systems the TRMC has funded several major projects and has established a project management team to modernize hypersonic test infrastructure. The duties described in this job description are critical to enable the project management team to oversee the of these projects. This is a newly established effort and as a founding member the ideal candidate would be excited to play a significant role in creating the team that enables program success.

Under the guidance of the Lead Systems Engineer (LSE) Project Manager (PM) and Chief Engineer (CE) the Systems Engineer will:

  • Performing or assisting with Requirements Management tasks including:
    • Elicit stakeholder capability objectives (capability gaps anticipated usecases and/or mission threads)
    • Translating enduser needs to unambiguous measurable testable verifiable and feasible system performance requirements
    • Tracking requirements stability traceability and change process
    • Monitoring performer verification and validation planning
  • Performing or assisting with Risk Issue and Opportunity (RIO) Management tasks including:
    • Maintaining the project office RIO register
    • Collating and preparing briefings for the project office RIO Management Board (RMB)
    • Tracking performer mitigation amelioration and burndown plans
    • Monitoring controlled RIO for changes throughout the project life cycle
  • Generating and maintaining processes and procedures for evaluating and monitoring technical performance with collaboration and input from project engineering staff
  • Contributing to the drafting of the Statement of Work (SOW) Test Capability Requirements Document (TCRD) Systems Engineering Plan (SEP) and other technical management documents
  • Monitoring assessing and reporting on performer adherence to systems engineering processes and contract requirements throughout preaward requirements development design construction commissioning and operations for Test and Evaluation infrastructure projects
  • Generating systems engineering summaries and briefings for project and program office leadership
  • Assisting with planning for project technical and milestone reviews including the development of entry and exit criteria
  • Participating in technical design reviews and meetings such as the System Requirements Review (SRR) Preliminary Design Review (PDR) Critical Design Review (CDR) Integrated Product Team (IPT) meetings Technical Interchange Meetings (TIMs) etc.
  • Attending and participating in Program Management Reviews (PMRs) and other management review meetings
  • Assisting the project staff to collect track analyze review transform disseminate visualize configuration manage and control proposals briefings Engineering Change Proposals (ECPs) contract deliverables contract data baselines and technical documents such as the Systems Engineering Management Plan (SEMP) Contract Work Breakdown Structure (CWBS) Integrated Master Plan (IMP) Integrated Master Schedule (IMS) Test and Evaluation Master Plan (TEMP) / commissioning plan Life Cycle Sustainment Plan (LCSP) Program Protection Plan (PPP) and others
  • Contributing to the project office knowledge management repository to document lessons learned insights and best practices
  • Working in a team of discipline engineers (aerospace mechanical electrical system safety) and project managers (PM financial contracts project controls) to achieve positive project outcomes
  • Adhering to DoD/TRMC records management requirements
  • Following administrative and sensitive data protection guidelines
  • Traveling approximately 20 of the year 10 nonconsecutive weeks) to performer worksites and offices to observe design construction commissioning and operations activities and participate in reviews and meetings
  • Other duties as assigned

Requirements

  • Bachelors Degree and 2 years of professional experience associated with systems engineering
  • Demonstrated experience applying one or more systems engineering processes in the or oversight of projects such as:
  • Requirements Management
  • Risk Management
  • Technical Assessment
  • Configuration Management
  • Stakeholder Requirements Definition (operational requirements / CONOPS)
  • Requirements Analysis (development decomposition traceability)
  • Verification & Validation
  • Experience participating in Risk Issue and Opportunity Management including planning identification analysis control and monitoring
  • Experience as part of a multidisciplinary project management team
  • Experience writing technical reports and briefings.
  • Familiarity with common elements of project management (cost schedule performance)
  • Familiarity with project life cycle stages (technology maturation and risk reduction engineering design manufacturing & construction testing & commissioning operations & sustainment)
  • Excellent written and verbal communication
  • Proficiency using Microsoft Office Software including Outlook Word PowerPoint Excel Project OneNote SharePoint Teams
  • A strong desire to learn and problemsolve
  • Organized detailorientated and able to multitask
  • Selfdriven and able to work with limited direct supervision
  • The employee is expected to be based in the national capital region and work from the TRMC office in the Mark Center in Alexandria Virginia; however some telework is available
  • Currently hold a secret security clearance

Desired Skills

  • Experience or familiarity with DoD acquisition program Test and Evaluation (T&E) test ranges ground testing hypersonic wind tunnels or other T&E infrastructure
  • Experience writing statements of work mission objectives and performancebased requirements
  • Experience writing technical planning documents such as Systems Engineering Plans (SEPs) and evaluating performer generated documents such as Systems Engineering Management Plans (SEMPs)
  • Experience with DoD Digital Engineering methods
  • Experience as a SETA team member evaluating the technical performance of Government contractors
  • Familiarity with Mechanical Electrical and Plumbing (MEP) systems such as; electrical power distribution high pressure air generation and storage compressors boilers steam generation industrial heaters (electrical natural gas methane hydrogen or other) instrumentation and control systems for industrial processes buildings for industrial use water cooling for industrial equipment (pumps heat exchangers etc. hydraulic systems gas process handling equipment (valves piping regulators instrumentation) reliability and availability best practices operations and maintenance
  • Familiarity with system safety (MILSTD882E) hazard identification analysis control and monitoring
  • Familiarity with DoD acquisition cybersecurity requirements
  • Interest in learning about hypersonic test and evaluation concepts and infrastructure
  • TS/SCI eligible

SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT THIS POSITION WILL REQUIRE U.S. CITIZENSHIP AND ELIGIBILITY FOR A U.S. GOVERNMENT SECURITY CLEARANCE AT THE SECRET LEVEL
