Job Description

Job Summary

Chloeta is seeking a skilled Appeals Specialist to provide information and technical assistance to the State prior to and throughout the appeals process and ensures compliance of State and Federal laws regulations and policies applicable to the FEMA PA IA and HMGP Programs.

Job Classification: 1099 Contractor Call when needed

Duty Station: Remote/virtual Nationwide

Travel: This position may require travel to client locations and project sites.

Duties/Responsibilities

  • Assists the State in the preparation of appeals

  • Provides a supplemental response as needed

  • Reviews analyzes and manages appeals submitted by applicants or subrecipients regarding FEMA funding decisions

  • Maintains detailed records of each appeal including documentation correspondence and outcomes

  • Interprets FEMA regulations policies and guidelines (e.g. Stafford Act CFR Title 44 and FEMAs Public Assistance Program and Policy Guide) to determine the validity of appeals

  • Analyzes supporting documentation provided by applicants to assess the eligibility of disputed costs scope of work or other project details

  • Identifies any gaps or inconsistencies in the documentation and provide guidance to applicants on corrective actions

  • Communicates findings decisions and next steps clearly and professionally to all stakeholders

  • Provides technical assistance and guidance to applicants on how to improve future submissions

  • Conducts thorough research on the specific circumstances of each appeal including previous FEMA decisions and relevant precedents

  • Verifies that all actions taken during the appeals process adhere to federal standards and audit requirements

  • Provides recommendations for policy updates or process improvements to minimize recurring disputes

Required Skills/Abilities

  • Knowledge of construction and engineering architecture environmental assessments historic preservation insurance

  • Possess analytical skills

  • Expert in preparing legal briefs and courtroom presentations

  • Knowledge of the Stafford Act or the National Flood Insurance Act (NFIA) programs e.g. PA IA and HMGP

  • Extensive knowledge of the operational and regulatory aspects of the FEMA Public Assistance Program

  • Exceptional interpersonal and communication skills

  • Comprehensive understanding of FEMA grant programs including Public Assistance (PA) Hazard Mitigation Grant Program (HMGP) IA and others

  • Familiarity with FEMA guidelines policies and compliance requirements

  • Ability to interpret and apply federal regulations to ensure compliance

  • Strong organizational skills and meticulous attention to detail ensuring accuracy in all aspects of grant management and reporting

  • Comfortable adapting to evolving priorities and requirements

  • Dedication to delivering highquality results that align with organizational goals and community needs

  • Ability to manage multiple projects and priorities in a dynamic environment

  • Familiarity with FEMA GO Grants Portal and other grant management platforms

Education and Experience

  • Required: Bachelors degree in law or legal studies or related

  • Required: successfully completed a Juris Doctor (JD)

  • Required: Admission to the bar of any State or the District of Columbia for the past five years

  • Required: At least three 3 years of relevant experience
