Your Opportunity:


Stantecs Management Consulting Group in the Middle East is looking for a highly experienced resultsoriented Lead Technical Advisor (PPP Projects) to provide consulting advisory services to one of our clients on Public Private Partnership (PPP) projects in the State of Qatar.

Your Key Responsibilities:


In this role you will be responsible for supporting the Stantec Management Consulting Team in Qatar in providing consulting services to clients in the development and procurement of PPP projects in the State of Qatar. The candidate for this position will be working from our office and this is a clientfacing position.

Key responsibilities include (but are not limited to):
Lead the technical aspect of a PPP Project and provide consulting support and preparation of:

  • Project Needs Assessment
  • Project Concept Report
  • Project Options Development Report
  • Business Case development and approval
  • Technical support with Partnership agreements and contracts
  • Preparation of Expression of Interest (EOI) Request for Qualifications (RFQ) and Request for Proposals (RFP) for PPP Projects
  • Tender Evaluation including responding to Requests for clarification
  • Selection notification and negotiation support including BAFO negotiations if required with the preferred proponent(s)
  • Support the client during Commercial and Financial close stages including partnership agreement
  • Undertaking social and environmental impact assessment for the PPP Projects including regulatory issues that might be encountered during project development and .
  • Undertaking project stakeholder impact analysis.
  • Drafting output specifications for the preferred and selected technical solution.
  • Developing whole life cost assessment.
  • Developing service and performance levels.
  • Prepare presentations technical briefs and present to external and internal stakeholders at all levels to accomplish the Clients PPP program goals.

Key Experience Requirements:

To be considered for this role the following are essential experience areas to be demonstrated by the job applicant:

1. PPP Project Business case preparation feasibility studies and report preparation experience
2. PPP Project contract and specification writing experience including performance measures payment mechanism and projectspecific specifications experience.
3. Experience working with PPP Projects in the procurement and preconstruction phases
4. Experience working with PPP Projects in the Operational phase is considered a strong asset
5. Experience working with PPP Project Agreements and RFPs
6. Experience with Commercial Close and Financial Close Stages of a PPP Project
7. Experience with advising clients during all stages of a PPP Project
8. Experience with Hospital / public health services PPP Projects and availabilitybased patient services is a strong asset for this role.
9. Experience with service availabilitybased payment structure under a PPP Project.


Qualifications:

  • Researchoriented individual with attention to detail.
  • Strong problemsolving abilities and attention to detail are essential.
  • Ability to work independently to firm deadlines and to manage multiple competing priorities.
  • Enjoy working in a fastpaced collaborative team environment.
  • Timemanagement skills and ability to work under pressure with dynamic deadlines.
  • Ability to work in a multicultural work environment and build effective relationships with the Client.
  • Advanced PowerPoint skills to develop dynamic stories and present analyses are required.
  • Welldeveloped written communication skills in the preparation of presentations technical reports correspondence and proposals are mandatory.
  • Excellent oral and written English skills.
    Working knowledge of Hospital (Inpatient and outpatient) servicesrelated project management is considered an asset.
  • Exposure to and experience with Clients in clientfacing roles.

Education and Experience:

  • Bachelors or masters degree in engineering business development business administration or a related field.
  • A minimum of 20 years of postgraduate work experience is required as per the clients requirements
